About The Position

Under the direction of the assigned manager, perform professional analytical duties related to employee benefits, leaves of absence, and workers’ compensation; and coordinate, plan, analyze, develop, implement and conduct state and institutional mandated functions associated with the administration of benefits, leave of absences, and workers’ compensation functions.

Requirements

Knowledge of principles and practices of human resource benefits management, Federal and State leave laws and management, and Workers Compensation laws and management.
Knowledge of standard English usage, spelling, grammar, and punctuation, and ability to compose professional communications, and methods and techniques of research and basic report preparation.
Knowledge of methods and techniques of business letter composition.
Knowledge of basic accounting principles.
Knowledge of insurance agreements, claim processing, and adjustment procedures.
Knowledge of Worker’s Compensation regulations and practices.
Knowledge of interactive process for FEHA and ADA accommodation requests.
Knowledge of effective planning and priority setting.
Knowledge of standard office procedures and equipment; computer proficiency and technical aptitude utilizing MS Word, Excel, Power Point, Quicken, etc.
Knowledge of benefit contract language.
Knowledge of pertinent federal and state regulations, filing and compliance requirements affecting employee benefit programs, including ERISA, COBRA, FMLA, ADA, CFRA, FEHA, Medicare, HIPPA and California Education Code, Title 5, and DOL.
Ability to maintain confidentiality of work performed including files and records.
Ability to prepare fiscally related reports and documents.
Ability to participate in employee grievances and negotiations.
Ability to analyze data to produce reports.
Ability to organize assigned tasks and make adjustments in priorities as required.
Ability to administer various bargaining unit contracts.
Ability to speak to groups and large gatherings of people for open enrollment, orientation, and other benefit programs.
Ability to explain District hiring policies and procedures.
Ability to communicate clearly and concisely, both verbally and in writing.
Ability to establish and maintain cooperative and effective working relationships with all employees and others encountered in the course of work.
Ability to demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, linguistic, and ethnic backgrounds, and disabilities of community college students and staff as demonstrated by skills and abilities in cultural responsiveness and cultural humility.
Bachelor’s degree from an accredited college or university with a major in business, human resources, or a related field.
Three years’ experience of human resources one year is required in benefits administration or related field.

Responsibilities

Administer various employee benefit programs for the District, including health, dental, vision, life and disability insurance and medical flexible spending accounts.
Coordinate interactive process meetings and accommodation plans for employees as required by the Americans with Disabilities Act and Federal Employment and Housing Act regulations; initiate interactive process meetings; facilitate meetings; document process; and maintain files.
Coordinate with the Human Resources Department to develop essential functions and conduct job analysis for the District’s interactive process and/or long-term Disability claims.
Assist employees in the preparation of enrollment applications and the completion of other benefits-related materials; review enrollment materials for accuracy, completeness and compliance with established laws, policies, and procedures.
Serve as liaison between the District, plan vendors, third party administrators, and employees.
Work with third party administrators to determine the best plan options.
Transfer data to external contacts for services, premiums and plan administration.
Investigate discrepancies and provide information in non-routine situations.
Administer and record leaves of absences including general leaves of absence in accordance with state and federal laws and/or District policy.
Assist with the District’s Workers’ Compensation program activities; advise managers and employees regarding guidelines and procedures; track lost time and temporary disability; monitor modified duty accommodations.
Represent the District in deposition and/or mandatory settlement conferences with the Director of Human Resources.
Assist in group presentations regarding the District’s Workers’ Compensation program.
Serve as contact person for technical Worker’s Compensation issues.
Coordinate and conduct new employee benefit orientations and in-service trainings.
Review and audit monthly premiums statements for all group insurance policies and maintains statistical data relative to premiums, claims, and costs.
Reconcile and prepare benefits statements.
Oversee automated billing process for classified and adjunct employees who purchase health benefits.
Work with management and bargaining units annually to determine benefit plans and offerings.
Participate in the development of bid material for procuring District benefit offerings.
Serve as facilitator to employees relative to the retirement process through State retirement systems and transitions to District retirement programs.
Enter mid-year benefit calculations, payroll adjustments and deduction maintenance in coordination with the Payroll and Workers’ Compensation areas.
Ensure compliance with applicable government regulations.
Assure timeliness and accuracy of required filings.
Assist in the development of long-range objectives regarding benefit programs.
Establish and maintain complex file and record systems, including leave accrual banks and confidential and sensitive materials.
Enter, maintain, and track complex benefits data in manual and/or automated systems.
Provide customer service support to internal and external customers.
Respond to inquires and correspondence; prepare information and data requested for administrative review; prepare reports and other documents as required.
Develop and prepare visual presentations, flyers, and graphic materials.
Adhere to, and monitor regulations, requirements, and obligations according to bargaining unit contracts and education code.
Review and make recommendations concerning health and welfare policies.
Assist in the development of bargaining unit contract language in areas related to health and welfare benefits and leaves of absence.
Serve on the District’s negotiation team for all labor represented groups.
Coordinate and prepare materials regarding active employee and retiree benefit information for the Health Insurance Review Committee and other District workshops or group presentations regarding benefits.
Perform related duties and responsibilities as assigned.
