About the division: The Division of Behavioral Health and Recovery (DBHR) provides support for substance use treatment, mental health services, and problem gambling services through prevention, treatment, peer, and recovery support. Programs promote strategies that support healthy lifestyles by preventing the misuse of alcohol, tobacco, and other drugs, supporting recovery from substance use, promoting recovery and resiliency, reducing stigma, and mitigating the effects of problem gambling on the individual and family. DBHR brings operational elements such as substance use and mental health into closer working relations to serve individuals more effectively and efficiently.

About the position: The Behavioral Health Community Care (BHCC) Contract Monitoring Supervisor is located within the Operations section, a section within the Division of Behavioral Health and Recovery. This position is supervised by the DBHR Chief of Staff. The BHCC Contract Monitoring Supervisor oversees a professional team of Contract Managers tasked with administering Behavioral Health-Administrative Service Organization (BH-ASO) agreements. Additionally, this role provides senior-level oversight for non-Medicaid funding streams including services paid with discretionary grant funding, state dollars, legislative provisos, and federal block grant. This supervisor works in close partnership with the Medicaid Programs Contracts teams to ensure Behavioral Health service delivery while ensuring accountability for the BH-ASO contractual landscape. This management position oversees professional staff managing statewide BH-ASO operations, contract compliance, and stakeholder relations. The role is primarily responsible for administering the statewide behavioral health crisis service continuum BH-ASOs. This position is eligible to telework but is occasionally required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Requirements

• A master’s degree. Two (2) years working experience in human services, public administration, healthcare compliance or audit related field and demonstrated strong leadership skills.
• A bachelor’s degree. Four (4) years’ working experience in human services, public administration, healthcare compliance or audit related field and demonstrated strong leadership skills.
• Eight (8) years of experience in human services, public administration, healthcare compliance or audit related field and demonstrated strong leadership skills.
• The ability to take action to learn and grow.

• Knowledge of the principles of management and supervision with ability to prioritize and manage multiple assignments, plan, organize and direct the work of others.
• Knowledge of federal and state law, regulations, rules, policies, and procedures relating to Medicaid, chemical dependency, behavioral health, substance use disorder, and recovery resources.
• Knowledge of roles, responsibilities, and relationship with MCOs and BH-ASOs.
• Knowledge of mental health managed care principles and contract issues related to federal funding, medical necessity, resource management, access, quality improvement, cultural competency, and provider contracting.
• Knowledge of the protocols and processes of the executive and legislative branches of state and local government.
• Knowledge of continuous quality improvement principles.
• Knowledge of state contracting, contract management principles, and contract compliance regulations.
• Knowledge of the Washington State Centennial Accord and the Government-to-Government relationship with Tribes.
• Effective written and verbal communication skills and ability to work collaboratively with multiple stakeholders including individuals with lived experience, advocates, partner state agencies, providers, state and local government officials and/or legislators and legislative staff in the analysis / development of policies and procedures, WAC and statute for management of publicly funded mental health services.
• Demonstrated competency to work collaboratively with multiple stakeholders, including publicly funded behavioral health advocates and providers, state and local government officials, legislators or legislative staff.

Responsibilities

• Collaborate with other Health Care Authority managers to assist in continuation of integrated managed care across the state.
• Direct and monitor BH-ASO contracts to ensure performance, compliance, and strict accountability.
• Supervise professional staff tracking contract deliverables, resolving stakeholder inquiries, and approving client materials.
• Manage professional staff, overseeing personnel actions and staff development.
• Monitor complex multi-source funding, including federal, state, and local grants, ensuring proper expenditures.
• Guide stakeholders on billing instructions and Federal Block Grant requirements. Responsible for oversight and monitoring on compliance of federal/state requirements and contract deliverables.
• Assist in coordination of service delivery across internal agency functions, including fiscal, MIS, certification, and investigations.
• Provide ongoing education and training regarding the division’s programs to BH-ASOs and local government.
• Plan, negotiate, coordinate and interact with diverse state agencies, tribal affairs, local health districts, and the criminal justice system on provider compliance, on-site monitoring, and service alignment.
• Cultivate a culturally diverse workforce through continuous training, managerial development, and employee recognition.
• Assist in developing statewide behavioral health policies, training, Federal Block Grant communications, and enrollment materials reflecting legislative updates.
• Translate federal and state statutes, contract terms, and policies for consumers and community partners.
• Guide stakeholders in creating needs assessments and funding plans across the full prevention, intervention, treatment, and recovery continuum.
• Act as a liaison for county, tribal, and legislative officials to manage critical inquiries and information flow.
