About The Position

The Broward County Board of County Commissioners is seeking qualified candidates for the Behavioral Health Clinician (BARC Admissions) position with the Human Services Department - Broward Addiction Recovery Center. The Human Services Department is seeking a compassionate and skilled Clinical Support Specialist to provide comprehensive client-centered services across hospital, community, and crisis-response settings. This role is vital in ensuring individuals and families receive timely, coordinated, and trauma-informed support throughout their treatment and recovery journey. The Clinical Support Specialist conducts clinical screenings, interviews, and biopsychosocial evaluations; facilitates individual and group counseling sessions; develops treatment plans; and maintains accurate, confidential documentation using electronic systems. The position coordinates care with community partners, service providers, law enforcement, and governmental agencies to ensure continuity of services. Additional responsibilities include completing home and community visits, responding to after-hours hotline calls, providing advocacy during sensitive examinations, supporting crisis intakes, and linking families to essential community resources such as housing, childcare, and food assistance. The specialist also assists clients with completing applications, prepares clear and timely reports, participates in staff meetings and training, and supports special projects as assigned. Requirements

• Requires a Master's degree from an accredited college or university with major coursework in social work, gerontology, psychology, or closely related field.
• Requires one (1) year of social services casework, counseling or closely related field.
• Depending on the area of assignment, six (6) months of clinical case management may also be required.
• Must possess and maintain a valid Florida driver's license.

• Doctoral Degree in social work, gerontology, psychology, counseling or closely related field (Mental Health Counseling, Marriage and Family Counseling, Counseling Education).
• Master's Certified Addiction Professional (MCAP), Certified Addiction Professional (CAP) or Other Qualified Professional through the Florida Certification Board
• Licensed professional (LCSW, LMFT, LMHC)
• 1+ year performing as a Qualified Supervisor as approved by the Florida Department of Health (requiring periodic re-certification)
• Bilingual

Responsibilities

• Conduct clinical screenings, interviews, bio-psychosocial assessments, ASAM assessments, and treatment reviews in accordance with program, licensing, and regulatory requirements.
• Responds to client crises; conducts risk assessments (suicidal, homicidal, and substance-use risk); and develops crisis and safety plans as needed.
• Provides individual and group counseling, including intermediate and advanced sessions addressing substance abuse, co-occurring disorders, and complex client issues.
• Develops and updates treatment plans with participants and/or their families; confers with clients, caregivers, and family members regarding treatment needs.
• Conducts home and community visits to deliver counseling, follow-up care, and support services to participants and families.
• Observes, evaluates, monitors, reports, and documents client status and progress using paper and electronic health record systems.
• Maintains timely, accurate, and clinically compliant documentation in accordance with agency policy, Medicaid/insurance requirements, HIPAA, and 42 CFR Part 2.
• Coordinates treatment and continuity of care with internal and external providers, including medical and psychiatric professionals, probation/parole, case managers, and community agencies.
• Participates in interdisciplinary team meetings, case consultations, clinical staffing, and Performance Improvement Committee meetings to support quality and continuity of care.
• Ensures compliance with audits, treatment plan deadlines, quality assurance standards, licensing expectations, and clinical regulations.
• Provides advocacy services by greeting families, obtaining consent for medical exams, walking clients to examination rooms, offering emotional support, and ensuring needed referrals are provided.
• Acts as an advocate and liaison between families and law enforcement, the State Attorney’s Office, and child protective services to ensure client needs and concerns are addressed.
• Links clients and families to community resources including housing assistance, childcare, food banks, and other supportive services; assists with completing applications.
• Tracks and documents progress notes and daily reports to ensure complete and accurate clinical documentation.
• Prepares accurate and timely written reports on caseloads, treatment progress, and work completed.
• Participate in staff meetings, required training, ongoing professional development, licensure requirements, and clinical supervision.
• May be required to testify at depositions, hearings, or trials.
• Upholds trauma-informed, culturally responsive, and ethical care standards in all client and staff interactions.
• Assists with special projects assigned by the supervisor
• Performs related work as assigned.
