Requirements

Associates degree in Fire Science, Public Administration, Business Management, or equivalent.
Two years of full-time, career, fire experience.
Minimum of two years of experience at a Captain or higher rank, or 4 years of experience as a direct supervisor in any industry.
Must be nationally registered EMT and possess Firefighter II, Hazardous Material Operations, and Fire Officer I certifications by the Minnesota Fire Service Certification Board or equivalent.
Certification in National Incident Management System (NIMS) IS-100, IS-200, IS-700, IS-800.
Fire Inspector I certified by Minnesota Fire Service Certification Board or equivalent within 1-year of hire.
Certification in Blue Card Local Hazard Zone Management within 1-year of hire.
Incident command experience and training.
Must have an excellent driving record and valid MN driver’s license.
Must be able to pass annual firefighter medical physical, physical ability, and mask fitting as requested to be a certified firefighter with the Eagan Fire Department.
Excellent driving skills
Step up into/on truck with a maximum height of 30"
Reach up to the maximum of 88" and 36" deep
Climb the back and on the top of the fire truck and balance self along a 15" span
Climb several flights of stairs and 35' to 45' ladders
Balance self while handling weighted equipment in a burning and smoke-filled structure
Lift or carry equipment from floor to overhead
Kneel/crouch balanced without support
Crawl about on hands and knees with weight on your back
Push/pull objects using total body movements (forces up to 18 pounds required for basic equipment)
Walk long distances (over 100 yards at one time)
Adequate grip strength with gloves to handle tools requiring torquing, pounding, and jerky motions with hands
Walk around with 55 pounds weighted gear and a variety of weighted equipment or an injured person
General mechanical ability/knowledge of engines
Visual acuity to read gauges
Auditory and comprehension skills to adequately hear and follow directions
Quick reflexes to respond to unanticipated incidents
Ability to multi-task
Free from claustrophobia or a fear of heights or cramped quarters
Perform maintenance of grounds which includes, but is not limited to, shoveling, snow blowing, and watering
Ability to work under stress/pressure
Knowledge of: Fire procedures and techniques, Firefighting equipment and apparatus, Fire and EMS services, Fire prevention and code enforcement, Fire department administration, Incident command and emergency response, Health and safety standards

Nice To Haves

Bachelors degree in Fire Science, Public Administration, Business Management, or equivalent.
Certifications in NIMS 300 & 400
Experience performing fire inspections
Enhanced knowledge of fire and EMS records management system (RMS).
High level of training and/or experience in hazardous materials, technical rescue, and fire tactics.

Responsibilities

Respond to emergencies and performs duties consistent with department and industry standards, including EMS, fire suppression, rescue, investigation, prevention, education, code enforcement, and incident command.
Maintains individual firefighting and EMS skills.
Stay abreast of developments in the fire field and changes in related laws and ordinances.
May, on occasion, work on a crew or in various IC roles.
Coordinate fire department operations with other city departments and outside jurisdictions to ensure proper communication and effective provision of fire, rescue, prevention, and EMS services.
Schedules and leads After Action Reviews for incidents.
Plans, leads, and directs an assigned functional area within the Fire Department.
Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
Manages assigned records, reports, and contracts to ensure accuracy, completeness, confidentiality, and compliance with applicable policies, regulations, and data practices requirements.
Responsible for community risk reduction and community event functions as assigned to the battalion, and for the proper documentation thereof. This includes fire inspections, follow-up inspections, fire code enforcement, public speaking and education, pre-incident planning.
Perform the duties of public information officer when needed and requested.
May be contacted while off duty for operational consultation and may be recalled to duty as necessary.
Perform other duties as assigned.
Promotes effective communication and collaboration within and outside the organization.
Provide direction and assist in the development of shift personnel.
Assists and guides subordinates as needed, evaluates their performance, provides instruction, and aids in their development.
Assist in the leadership of the quality assurance program.
Participate in budget preparation and management, authorize expenditures in line with budget limitations, review and analyze financial statements.
Participate in strategic planning related to budgeting, billing, capital improvements, service delivery, inspections, training, regulatory compliance, and other related issues.
Develops, implements, and oversees implementation of special projects or programs as assigned.
Attend fire department staff meetings, city meetings, planning meetings, other special project meetings, and community events during both on-duty and off-duty hours.
Represent the department on assigned committees and task forces both internally and externally.
Serve as a liaison with other organizations that integrate with the fire department.
Build and maintain positive working relationships with co-workers, city employees, emergency response partners, and the public using principles of good customer service.
Keeps superior fire department officers advised of important department items. Such as personnel illness/injury, personnel challenges/concerns, incidents that draw media, large incidents, etc.

Investigate and respond to complaints and inquiries.
Ensure compliance with City and department policies, guidelines, and department practices.

Participate in selection of hiring and promotions when requested.
Conducts performance evaluations, discipline, and conducts disciplinary investigations and complete a detailed report of outcome.
Ensure the readiness and safety of operational personnel and equipment at all times.
Maintains familiarity with and coordinates technology initiatives with regards to fire and EMS systems such as computer aided dispatch, station alerting, active 911.
Authorizesovertimetomaintainshift minimums and manages time off requests.
Monitors and approves timesheets including attendance, overtime, vacations, holidays, sick leave and other leaves of absence.
