About The Position

The University of Maryland Baltimore - School of Medicine - Department of Pharmacology and Physiology seeks an Administrator. This is a leadership role responsible for the strategic financial management, operational oversight, and regulatory compliance of the department. This position provides management of grants, contracts, pre- and post-award activity on sponsored research, foundation and state supported funding. The ideal candidate will be responsible for leading a team to manage and execute all departmental activities.

Requirements

• Bachelor's degree.
• Nine (9) years of experience in administrative and financial operations with at least three (3) years experience in basic science or clinical research environment.
• At least two (2) years in a basic science department preferred.
• Three (3) years of direct management involved in recruitment, training, and professional development of staff.
• Thorough knowledge of position requirements.
• Thorough knowledge of all applicable requirements, regulations, and laws.
• Skill in effective use of applicable technology/systems.
• Ability to effectively communicate both verbal and written thoughts, ideas, and facts.
• Ability to support a mission and strategic vision.
• Instructional, training, and teambuilding skills to strengthen and cultivate relationships.

Nice To Haves

• Master's degree preferred.
• Demonstrated experience in accounting, budgeting, auditing, assessment of internal controls, or financial analysis experience in a college or university environment in a management position.
• Certified Research Administrator.
• Completion of a 12 credit Research Administration graduate certificate program can be considered as the equivalent of one (1) year of relevant research administration work experience.

Responsibilities

• Ensure compliance with federal and non-federal sponsored research, industry sponsored research and private foundation sponsored research, including direct VA funding.
• Implement internal controls and audit systems to mitigate financial and regulatory risks.
• Assists Chair and Faculty with analyses and reporting; serves as an advisor to the chair and faculty and represents the department with internal and external partners.
• Manage day-to-day activity, pre-and-post awards, and departmental budgets, including departmental equipment and space.
• Oversee budgeting and financial reporting, including tracking of all financial transactions, reporting transactions to external agencies, and providing detailed financial plans and reports. Including preparing and managing the annual Deans General funds of ~$5M.
• Provide subject matter guidance for all federal, non-federal sponsored research, industry sponsored research and private foundation sponsored research.
• Assure department grants and contracts comply with all federal and state legal requirements, other sponsor requirements to include industry and private foundation, and UMB policies prior to review by the UMB Sponsored Project Administration office (SPA).
• Collaborate with upper-level management and other administrators and directors throughout the campus to ensure the delivery of high-quality services.
• Oversee management of complex funding and service agreements, including a working knowledge of industry and other sponsored funding submission processes based on funding opportunity announcements.
• Oversee related post-award processes, including award setup, review, account setup verification, and ensuring that staff is set up appropriately.
• Oversee ongoing updates and communications related to current grants and contracts. Also, provide relevant updates and reports to departmental leadership, as needed.
• Maintain financial management systems and internal controls required to ensure that departmental commitments, research projects and account management are safeguarded and that accounts are appropriately maintained.
• Supervise business office team members. Ensure efficient recruitment/interviewing and training functions to continually review strengths and areas of development in maintaining a staff of well-trained, highly involved and motivated employees.
• Performs other duties as assigned by chair.
