About The Position

Koniag Technology Solutions, Inc, a Koniag Government Services company, is seeking an Azure Cloud Product Owner with a Secret security clearance to support KTS and our government customer in Washington, DC. The position is onsite with possibly hybrid availability. This position is for a Future New Business Opportunity. This position is covered under the Service Contract Act. Koniag Government Services is seeking an experienced Azure Cloud Product Owner to join a dynamic team supporting the modernization and scaling of Azure Cloud service offerings for a government agency. The ideal candidate is a strategic thinker and collaborative leader who is passionate about cloud technology and committed to delivering secure, compliant, and scalable cloud capabilities. The successful candidate will serve as the vision holder and product strategy lead for a focused, high-performing team, driving the roadmap and execution of Azure Cloud services from concept to delivery. This position requires an active Secret clearance at minimum, with Top Secret preferred. The Azure Cloud Product Owner will serve as the vision holder and product strategy lead for a focused, high-performing team responsible for supporting, modernizing, and scaling Azure Cloud service offerings used by a government agency. In this role, you will define the product roadmap, translate business and technical requirements into actionable user stories, and partner closely with engineering teams, Scrum Masters, Security Engineers, and agency leadership to deliver secure, compliant, and scalable cloud capabilities. This role combines strong product ownership and Agile leadership with deep technical literacy in Azure cloud infrastructure, continuous delivery, and federal compliance standards.

Requirements

  • Bachelor's degree in Computer Science, Business Administration, Information Technology, or a related field from an accredited college or university.
  • 5+ years of experience as a Product Owner, Technical Product Manager, or Technical Lead delivering enterprise cloud solutions, with at least 3+ years focused on Azure Cloud environments.
  • Demonstrated experience managing backlogs, epics, and user stories using Agile tools (e.g., Jira, Azure DevOps, Confluence).
  • Experience building or managing cloud capabilities operating within FISMA Moderate and/or FISMA High / FedRAMP security frameworks.
  • Active Secret Clearance or higher.
  • Exceptional written and oral communication skills, with a proven ability to bridge the gap between business stakeholders, technical engineers, and executive leadership.
  • Deep foundational understanding of core Azure services (IaaS, PaaS, Azure Landing Zones, subscription management, enterprise governance, and networking).
  • Solid understanding of modern software delivery pipelines (e.g., Azure Pipelines, GitHub Actions, GitLab CI, Jenkins) and Infrastructure as Code concepts (e.g., Bicep, ARM templates, Terraform, Ansible).
  • Proven ability to break complex technical requirements into well-structured epics, user stories, and explicit acceptance criteria.
  • Master-level understanding of Scrum and Kanban methodologies, Sprint execution, and release engineering practices.
  • Knowledge of configuration management best practices and governance workflows in controlled federal IT environments.
  • Passion for driving efficiency through automation, continuous improvement, and customer-centric design.

Nice To Haves

  • Certified Scrum Product Owner (CSPO) or SAFe Product Owner/Product Manager (POPM).
  • Microsoft Certified: Azure Fundamentals (AZ-900), Microsoft Certified: Azure Administrator Associate (AZ-104), or Microsoft Certified: Azure Solutions Architect Expert (AZ-305).
  • Direct experience managing IT systems, cloud migrations, or modernizations within federal government agencies.
  • Familiarity with NIST SP 800-53 controls, FedRAMP authorization lifecycles, and Zero Trust architecture principles.
  • Understanding of container ecosystems and orchestration management (e.g., Kubernetes, Azure Kubernetes Service [AKS], Azure Container Apps).
  • Familiarity with Azure native security and management services including Microsoft Defender for Cloud, Azure Policy, Azure Sentinel, and Azure Monitor.

Responsibilities

  • Define, articulate, and maintain the product vision, roadmap, and release plans for the agency’s Azure cloud environment, aligning cloud service offerings with customer missions and business objectives.
  • Maintain, refine, and prioritize the product backlog, ensuring user stories have clear acceptance criteria, precise definitions of done, and aligned business values.
  • Serve as the primary liaison between executive leadership, agency stakeholders, security teams, and engineering execution teams. Communicate technical trade-offs, architecture decisions, and roadmap milestones clearly to non-technical leaders.
  • Lead backlog refinement, feature prioritization, and sprint goals; actively participate in all Scrum ceremonies including sprint planning, daily standups, reviews, and retrospectives.
  • Oversee the lifecycle and service strategy for multi-tenant cloud environment offerings operating under FISMA Moderate and FISMA High compliance baselines.
  • Collaborate with cloud engineers to ensure the product vision embeds continuous delivery, Infrastructure as Code (IaC), zero-trust security controls, and operational automation into every release.
  • Research, analyze, and propose technical solutions, converting broad enterprise strategies into discrete architectural requirements and executable engineering epics.
  • Identify bottlenecks in system delivery lifecycles and drive process/product enhancements that accelerate secure feature deployment.
