About The Position

The Virginia Department of Elections is seeking a Cloud Developer 3 to act as a full stack developer on an existing software development project. This is a 4-month expected duration role. You will be working with established contractors and staff to focus on several web and Windows applications used by internal ELECT staff and constituents of the Commonwealth of Virginia. The candidate will need expertise as a programmer and designer for Cloud Services. Experience implementing and developing applications to interface with Service Oriented Architecture (SOA) and other offerings from the major Cloud Service Providers is required. The role is responsible for analysis, design, and coding for a new application. The individual must be able to work without assistance, provide leadership for others, and manage highly complex work efforts. Extensive industry experience is required with advanced education highly desirable. The candidate will be involved in maintenance, enhancement, and development work, and will need a range of skills and knowledge of the technologies used and applications supported by the Application Team. The role works with the Business Analyst, Application Architect, and other Application Development Team members on an as-needed basis to ensure that design and code meet customer requirements. May also need to work with SaaS and Cloud service providers.

Requirements

• Azure App Services, Azure Functions, Azure Kubernetes Service (AKS), Azure Storage (Blob, Table, Queue), Azure SQL Database, and Azure Cosmos DB - 7 Years
• Azure API Management, Azure DevOps (Repos, Pipelines, Boards), Azure Active Directory (Azure AD), OAuth 2.0, and OpenID Connect - 7 Years
• Strong proficiency in JavaScript/TypeScript and modern front-end frameworks (React, Angular, or Vue) with state management tools (Redux, MobX, NgRx, or equivalent) - 7 Years
• Responsive UI development using HTML5/CSS3 and client-side integration with REST and GraphQL APIs - 7 Years
• .NET Core/.NET 7+ or Node.js development, scalable REST API design, and microservices architecture - 7 Years
• Event-driven architecture using Azure Event Grid, Azure Service Bus, or Event Hubs, with ORM technologies (Entity Framework, Sequelize, Prisma, or equivalent) - 7 Years
• SQL Server development with optimized SQL queries, NoSQL databases (Cosmos DB), data modeling, and schema design - 7 Years
• Azure DevOps Pipelines or GitHub Actions, Infrastructure as Code (Bicep, ARM Templates, or Terraform), Docker, and Azure Kubernetes Service (AKS) - 7 Years
• Automated testing frameworks, test strategy design, and test automation practices - 7 Years
• Strong understanding of distributed systems, Clean Architecture, Domain-Driven Design (DDD), SOLID principles, API design standards, and Swagger/OpenAPI documentation - 7 Years
• Security best practices including OWASP, secure secrets management, and Zero Trust architecture - 7 Years
• Ability to mentor developers, lead technical discussions, and collaborate effectively with Security, QA, Product, and DevOps teams - 7 Years
