About The Position

Quanta Government Solutions, LLC is seeking an organized, hands-on project manager for its Preconstruction Operations department. The role manages the transition from a federal project award to construction operations, owning the transition schedule and its deadlines so each job is fully contracted and set up before construction begins. The position works with the vertical strategic lead, Director of Construction, Contracts Manager, Procurement Manager, Finance, and PMO. It is primarily office-based, remote with regular project-site travel during award and mobilization, with travel of up to 30% and overnight stays required. The role reports to the Director, Preconstruction Operations and does not supervise others. The project manager runs award intake within 24 hours, establishes a schedule of contract deadlines, verifies procurement sourcing and quote files, and drives subcontracts and affiliate work orders through execution. The role collects subcontractor requirements before mobilization, maintains a commitments register through execution, prepares turnover materials from the estimate, leads the construction handoff meeting, and coordinates job setup with Finance and PMO. Missing requirements must be escalated to the Director the same day; work proceeds only with written waiver approval from the Director and Director of Construction. The project manager also improves the transition checklist after each job and trains incoming personnel. The position requires a bachelor's degree in Construction Management, Engineering, or a related field, or equivalent experience, and at least seven years of experience in federal construction project management, project engineering, or project startup. Experience starting USACE, NAVFAC, DOE, or comparable federal construction projects is required. The role needs working knowledge of federal subcontract requirements and the ability to build and run a Primavera P6 schedule. Procore and Costpoint experience are a plus. Preferred credentials include PMP, OSHA 30, and the ability to obtain a DOE security clearance.
