About The Position

The AVP, Technology Strategy & Operations, serves as the operational leader for the Technology and Delivery organization and acts as a trusted operator, strategist, integrator, and execution partner to the Chief Information Officer. This role manages the business operations of Technology & Delivery by translating strategic priorities into coordinated execution, driving decision follow-through, strengthening leadership cadence, operating governance processes, and providing executive-ready synthesis so that reporting and decision materials are timely, accurate, and actionable. The role increases CIO capacity by reducing operational friction, improving follow-through on decisions and commitments, and creating the management systems needed to support a growing and increasingly complex technology organization. The position combines business operations, governance leadership, executive communications, strategic planning support, KPI reporting, portfolio coordination, and organizational effectiveness. This is not an executive assistant role. It is a senior business operations and execution role intended to improve leadership effectiveness, strengthen accountability, and help Technology & Delivery operate with clearer priorities, stronger governance, and better executive visibility.

Requirements

8 to 12 years of related experience in technology operations, business operations, strategy, PMO leadership, management consulting, governance, transformation, portfolio management, or executive office operations required
Bachelor’s degree in business administration, technology management, information systems, organizational leadership, finance, or related field preferred
MBA or other relevant graduate degree preferred
Experience supporting senior executives, executive leadership teams, governance forums, people and technology change management, and enterprise-level decision-making strongly preferred
Experience preparing executive presentations, KPI decks, board-level materials, dashboards, scorecards, or strategic planning materials strongly preferred
Experience in financial services, credit union, banking, technology, consulting, or regulated environments preferred
Equivalent combination of education and experience may substitute for stated qualifications
Executive synthesis: ability to distill ambiguity into clear narratives, options, and decision frameworks
Enterprise operating capability: ability to design cadence, track commitments, and drive outcomes through influence
Portfolio fluency: understanding of technology delivery, service operations, governance, and risk management
Communication excellence: crisp writing, structured facilitation, and stakeholder management at senior levels
Exceptional written and verbal communication skills, including the ability to create concise executive narratives and decision-ready materials
Strong business acumen with the ability to connect technology operations, governance, strategic priorities, and organizational outcomes
Advanced ability to synthesize complex, ambiguous, or incomplete information into clear options, recommendations, and next steps
Strong facilitation, influence, stakeholder management, and cross-functional coordination skills
Demonstrated ability to operate through influence and accountability without relying solely on formal authority
Strong analytical, problem-solving, organizational, and prioritization skills
Ability to manage multiple priorities, deadlines, executives, and cross-functional activities in a fast-paced environment
High degree of discretion, judgment, professionalism, confidentiality, and executive presence
Proficiency with Microsoft 365, Outlook, Word, Excel, PowerPoint, Teams, SharePoint, and collaboration platforms required

Experience in financial services, credit union, banking, technology, consulting, or regulated environments preferred

Responsibilities

Manages and continuously improves the operating rhythm of the CIO Office, including leadership meetings, strategic reviews, planning sessions, quarterly checkpoints, and governance forums
Supports effective use of the CIO's time by coordinating scheduling, preparation, and follow-up across meetings, planning sessions, and organizational commitments, while keeping the CIO accessible and responsive to staff and stakeholders.
Prepares agendas, executive briefing materials, speaking points, pre-reads, and decision-support documents
Maintains action logs, decision registers, commitment trackers, and follow-up mechanisms that improve accountability and reduce operational drift
Coordinates with CIO direct reports and key stakeholders to ensure decisions and commitments move to closure
Plans and supports cross department leadership meetings, monthly and quarterly business reviews, annual planning sessions, and other executive operating forums
Ensures Technology departmental compliance with CU and industry mandates, policies and procedures, regulations, etc.
Owns the preparation, coordination, and quality control of Technology & Delivery KPI reporting
Consolidates monthly departmental KPI submissions into executive-ready presentations and dashboards
Analyzes performance data, identifies trends, summarizes risks, and surfaces operational or strategic implications for leadership review
Develops and maintains scorecards and reporting frameworks that improve visibility into delivery, service quality, risk, capacity, and execution progress
Ensures reporting is consistent, accurate, polished, and aligned to the intended executive audience
Prepares materials for Senior Management Team reviews, Strategic Council discussions, Board updates, Supervisory Committee presentations, and other executive forums
Translates CIO & CU priorities into clear execution themes and direction, ensures initiatives, projects, and operational priorities ladder to CIO-level outcomes and enterprise objectives
Surfaces misalignment, dependencies, and resourcing conflicts early and coordinates course-correction across teams
Ensures strategic priorities remain aligned with delivery execution and that commitments translate into measurable outcomes
Operates the Technology Governance framework and associated governance forums, including agendas, pre-reads, materials, decision documentation, minutes, and action tracking
Coordinates Executive Steering Committees and strategic review meetings for technology-related initiatives and cross-functional priorities
Partners with PMO leadership to improve portfolio visibility, reporting quality, prioritization, escalation discipline, and governance maturity
Identifies cross-functional dependencies, execution risks, resource conflicts, and unresolved decisions that require leadership attention
Frames issues with clear context, options, tradeoffs, and recommended next steps to enable timely executive decision-making
Monitors follow-through on governance decisions and leadership commitments to ensure decisions translate into execution
Supports annual operating plan development, quarterly planning, strategic reviews, and leadership goal-setting activities for Technology & Delivery
Tracks progress against department objectives, strategic initiatives, operating commitments, and executive priorities
Translates CIO priorities into actionable themes, milestones, owners, and success measures
Conducts research, analysis, benchmarking, and synthesis to support executive recommendations and organizational decisions
Identifies opportunities to improve planning discipline, management processes, communication effectiveness, and execution accountability
Maintains visibility into major organizational initiatives and helps ensure they remain aligned to Technology & Delivery objectives
Drafts executive communications, leadership updates, presentations, talking points, briefing notes, and organizational summaries
Develops concise executive-ready narratives from complex operational, technical, and project information
Synthesizes updates into concise briefs that flag risks, dependencies, and decision points, and prepares the CIO for CEO, Board, and peer interactions
Represents CIO intent in selected forums when delegated, ensuring priorities and expectations are communicated accurately
Coordinates communication across Technology & Delivery leadership teams to ensure priorities, decisions, and expectations are consistently understood
Ensures messaging is strategically sequenced, clear, professional, aligned to audience expectations, and consistent with organizational priorities
Drives accountability for leadership commitments, action items, operational reviews, and assigned follow-up activities
Filters, triages, and resolves cross-functional issues before they require CIO attention, managing escalations with clear framing and options and driving closure on lingering inter-team actions and dependency gridlock
Strengthens the leadership team's operating rhythm by tracking commitments, coordinating follow-through, and surfacing bottlenecks or competing priorities for the CIO's attention — operating through influence and coordination rather than direct authority over CIO direct reports.
Facilitates organizational inspections and reviews that improve execution quality, decision discipline, and management follow-through
Identifies bottlenecks, coordination gaps, and recurring friction points that affect Technology & Delivery effectiveness
Promotes consistent management disciplines, reporting standards, governance expectations, and leadership communication practices
Supports CIO direct reports by improving clarity around priorities, timelines, decision points, and expected outcomes
Leads or coordinates internal technology initiatives assigned by the CIO, especially efforts requiring cross-functional alignment, executive synthesis, or operating model discipline
Supports initiatives such as but not limited to AI governance, data management, knowledge management, digital banking, PMO maturity, technology governance, and organizational effectiveness as assigned
Serves as the CIO delegate for selected workstreams or forums when appropriate
Partners with business and technology stakeholders to advance enterprise priorities, translates vision to clear & executable direction, resolve ambiguity, and maintain execution momentum
