About The Position

Mosaic Health is seeking an Assistant Vice President of AI Strategy & Transformation to own the enterprise-wide AI strategy, governance, and portfolio execution across Mosaic Health, CareMore, Vera Whole Health, and Millennium. This is a high-visibility, high-accountability role at the center of one of the most consequential transformation programs in the organization's history: an enterprise AI value creation mandate for 2026-27 and a newly established three-tier governance structure built to deliver it. The AVP, AI Strategy & Transformation serves as the primary AI strategy executive for the enterprise, partnering directly with the CIIO and enterprise IT leadership to translate AI investment into measurable clinical, operational, and financial outcomes. This leader chairs the AI Transformation Hub, serves as the AI Executive Council's Lead by owning its agenda, materials, and decision-drive alongside the Co-Chairs, owns the Horizon Framework execution discipline, drives the 90-day gate process, holds named decision rights within the Transformation Hub's authority threshold, and is the named accountability anchor for AI portfolio performance across all four business units. This is not a research or exploratory role, and it is not a program-management role. It functions as the operating executive for enterprise AI transformation: bringing recommendations to the AI Executive Council for input and sign-off rather than simply reporting status upward, and holding direct decision rights within defined thresholds. The AVP will be expected to move the portfolio forward with speed, discipline, and business partnership: eliminating bureaucracy, enforcing fixed-fee cost discipline, and holding the organization accountable to outcomes that justify every dollar of AI investment.

Requirements

10+ years of progressive experience leading large-scale business transformation, from ideation through delivery, scale, and measured results, with at least 5 years owning transformation programs with enterprise-wide, multi-entity scope
Proven track record taking transformation initiatives from concept to operating reality in organizations where technology, field/frontline operations, and data were central to the outcome, not purely a technology deployment
Demonstrated experience owning governance and prioritization discipline for a complex initiative portfolio in a regulated or compliance-intensive environment: including intake, gating, vendor selection, and resource allocation
Experience leading cross-functional governance bodies: committees, working groups, or enterprise boards/councils, with the ability to drive alignment, decisions, and resolution of C-suite-level conflicts without relying on direct line authority
Demonstrated ability to deliver results primarily through influence and cross-functional leadership rather than positional power, operating effectively in complex, matrixed, multi-entity organizations
Experience in healthcare, health plan, or another highly regulated industry is a differentiator, not a requirement; genuine interest in and working familiarity with how AI applies to enterprise transformation is expected
Demonstrated ability to manage large, complex vendor relationships with fixed-fee commercial discipline
Strong working knowledge of AI and ML technologies, including large language models, generative AI, predictive analytics, and NLP, with the ability to evaluate vendor claims, assess technical risk, and guide build vs. buy decisions
Familiarity with healthcare AI platforms and vendors relevant to Mosaic's portfolio (ambient clinical documentation, clinical decision support, care management AI, revenue cycle automation)
Understanding of data governance and data infrastructure requirements that underpin reliable AI deployment: data pipelines, model lifecycle management, monitoring, and drift detection
Awareness of FDA SaMD regulatory pathway and HIPAA requirements as they apply to AI tools in clinical and patient-facing contexts
Executive presence: able to communicate AI strategy, risk, and portfolio performance clearly to an AI Executive Council accountable for enterprise AI value creation and to clinical, financial, and operational leaders who are not technologists
Governance instincts: comfortable designing and operating governance structures, not just participating in them: owns the framework, enforces the discipline, eliminates the ambiguity
Business partnership orientation: earns credibility with business and clinical stakeholders by delivering outcomes they can measure, not AI concepts they have to interpret
Commercial discipline: approaches every vendor engagement, build decision, and resource allocation with a fixed-fee, defined-ROI mindset: cost discipline is not a preference, it is the standard
Portfolio management: able to hold 14+ concurrent initiatives in view simultaneously: tracking status, surfacing risk, sequencing decisions, and maintaining stakeholder visibility without losing momentum
Change leadership: drives adoption across a complex, multi-entity organization where authority is federated and results depend on named accountability at the BU level

Responsibilities

Own and advance the enterprise AI strategy in partnership with the CIIO and enterprise IT leadership: translating the Horizon AI Framework into a prioritized, funded, and accountable initiative portfolio
Define the annual AI investment roadmap aligned to H1, H2, and H3 objectives; present recommendations to the AI Executive Council with clear ROI models and risk assessments
Ensure AI strategy is built with the business, not imposed on it, by maintaining active partnerships with clinical, financial, and operational leaders across all four BUs
Evaluate and recommend adoption of new AI capabilities and emerging technologies, balancing innovation appetite with fixed-fee cost discipline and enterprise standardization
Chair the AI Transformation Hub: owning the bi-weekly cadence, initiative registry, intake discipline, and all in-threshold go/no-go decisions within the authority bands
Own the operating rhythm of the monthly AI Executive Council, co-chaired by the CIO and Jon Porter: setting the agenda, preparing portfolio scorecards, escalation packages, and ROI progress reports, and driving Council input and sign-off against the enterprise value creation framework
Enforce the 90-day gate process for all active initiatives: making scale, stop, or pivot decisions within the Transformation Hub authority threshold and escalating above-threshold decisions to the AI Executive Council with structured recommendations
Maintain the enterprise AI initiative registry across all four BUs; ensure every initiative has a named owner, a Horizon designation, and an active gate status
Manage the HIPAA/compliance gate as a mandatory stop for all initiatives touching PHI, clinical workflows, or patient data, no exceptions
Own evaluation of how the AI governance and execution structure itself is performing, not just the initiatives running through it
Design and run the After Action Report (AAR) / retrospective cadence and structure across the Transformation Hub, Executive Council, and Solutions Team tiers
Execute that structure on a defined cadence, identify structural and process improvements, and build buy-in with the AI Executive Council before implementing changes
Drive improvement recommendations to resolution with measured, before/after outcomes: the governance model is expected to get faster and more effective release over release, not remain static
Own delivery against the enterprise AI value creation framework for 2026: tracking initiative-level ROI, surfacing risks with 30-day advance notice to the AI Executive Council, and driving corrective action on underperforming initiatives
Build and maintain the enterprise AI ROI tracking framework, connecting initiative outcomes to financial, clinical, and operational metrics
Ensure every active initiative has a clear 90-day performance signal before any H2 or scale investment is authorized
Partner with Finance to validate AI ROI claims and ensure savings attributed to AI initiatives are recognized in the financial plan
Serve as the enterprise AI strategy partner to business unit leaders across CareMore, apree/Vera Whole Health, Millennium, and Mosaic Health: translating AI capabilities into domain-specific value
Partner with clinical, operational, and financial leaders to identify and prioritize AI use cases with the highest ROI and lowest risk profiles
Manage the AI Solutions Team engagement model across the Delivery tier: ensuring named reps in each BU and function are engaged, accountable, and delivering initiative-level outcomes
Escalate persistent Solutions Team Rep disengagement to the CIIO; coordinate interim ownership for high-ROI initiatives at risk
Evaluate AI vendor proposals and make selection recommendations for contracts within the Transformation Hub authority threshold
Enforce the enterprise default posture of fixed-fee, defined-scope contracting for all AI vendors; open-ended T&M arrangements require AI Executive Council approval
Coordinate with Procurement, Legal, and IT Security on vendor due diligence, contract terms, data use agreements, and BAA requirements
Maintain awareness of the AI vendor landscape across clinical AI, operational automation, ambient documentation, revenue cycle, and population health to inform the strategic roadmap
Ensure all AI initiatives governed under the charter comply with the enterprise Responsible AI framework: clinical safety, algorithmic bias review, explainability, regulatory compliance, data minimization, and human oversight
Partner with Clinical Affairs and Compliance to ensure clinical AI tools complete mandatory safety assessments before go-live
Identify FDA SaMD-qualifying tools early and ensure regulatory counsel involvement before any clinical deployment
Monitor and report AI-related compliance, safety, and reputational risks to the AI Executive Council
Lead, develop, and hold accountable the Director of Emerging Technology; set clear expectations, maintain a high standard of portfolio rigor, and create conditions for the team to execute with excellence
Build organizational AI fluency across the enterprise: developing training, communication, and change management approaches that accelerate adoption across clinical and business teams
Recruit and develop AI talent, including data scientists, AI product managers, and clinical AI specialists, as the portfolio scales from H1 pilots to H2 transformation
Represent Mosaic in the external AI ecosystem: vendor partnerships, industry working groups, and peer network engagement, to keep the enterprise at the frontier of healthcare AI
