About The Position

The Aviation Safety Officer plays a critical role in advancing Ornge's aviation safety culture through the proactive management of operational risk within the organization's Safety Management System (SMS). This position manages aviation safety and change management risk assessments to identify, analyze, and mitigate hazards across flight and operational environments. The role supports regulatory compliance by overseeing safety documentation, conducting safety analyses, maintaining Emergency Response Plans, and coordinating emergency exercises, safety training, and safety promotion activities. Working closely with operational stakeholders, the Aviation Safety Officer helps drive continuous improvement in aviation safety performance and organizational resilience.

Requirements

  • Post-secondary degree or diploma or equivalent experience in Aviation Management or Aviation Safety Management is required.
  • A minimum of 5-6 years of experience is required.
  • Minimum 5 years of aviation experience, working at an Air Operator subject to the Canadian Aviation Regulations (CARs), Civil Aviation Regulator (TC), or Department of National Defence (DND) is required.
  • Sound organizational and planning skills with the ability to multitask and balance multiple objectives with various deadlines is required.
  • Significant experience drafting/maintaining aviation regulatory or procedural documents is required.
  • Significant experience conducting Risk assessments with multidisciplinary or decentralized teams in an Aviation environment is required.
  • Experience with Emergency Response Plans or BCP in an Aviation environment is required.
  • Experience preparing and presenting aviation safety information is required.
  • Strong computer acumen Microsoft Suite (Word, Excel, PowerPoint, Outlook, Adobe) is required.
  • Excellent written and verbal communication skills including development of policy/procedural documentation and report preparation is required.

Nice To Haves

  • Safety Management System training, Investigator, Auditor, or Risk management training, Licensed Pilot, AME, or Engineer is preferred.

Responsibilities

  • Manages Aviation Safety Risk Assessments, Change Management, and Safety Risk Profiles as part of the company Safety Management System (SMS): Conducts comprehensive hazard identification and risk assessments to ensure organizational safety and support regulatory exemption requests. Applies SMS frameworks to quantify risk probability and severity through active collaboration with cross-functional stakeholders. Develops strategic mitigation plans and corrective actions to minimize safety exposure and enhance operational resilience in collaboration with cross-functional stakeholders. Monitors and adapts safety controls to ensure they remain effective amidst evolving operational conditions.
  • Manages Aviation Safety Documentation: Develops comprehensive SMS manuals, safety policies, and procedures that comply with all regulatory/policy requirements and align with Ornge’s strategic initiatives. Consults various stakeholders to support document development. Performs regular reviews of SMS documentation and makes revisions as required to ensure effectiveness and compliance with regulatory and policy requirements. Utilizes audit findings, safety performance data, and employee feedback to refine and enhance documentation.
  • Oversees the Emergency Response Plan (ERP) and Aviation Safety Business Continuity Plan (BCP): Performs regular reviews of the ERP Manual and makes revisions as required to ensure the plan remains relevant and aligned with operations. Reviews and revises the ERP Contact List to ensure the document remains up to date with the correct contact information. Maintains and oversees ERP database (i.e. Regroup). Prepares effective ERP exercises, plans scenarios, and coordinates with various departments to ensure trails are successful and feedback is collected. Reviews and updates Aviation Safety BCP as required. Creates training material and provides ERP training.
  • Leads the coordination, scheduling, tracking, and preparation of Aviation Safety department events and training: Event Coordination: Manages logistics for safety events such as Base Safety Officer (BSO) in person meetings and Safety Conferences (i.e. ACAT). Training coordination: Monitors expiry dates for Base Safety Officer Terms and coordinates Base Safety Officer training. Monitors and coordinates SMS training.
  • Supports Safety Performance Indicators, safety goals, and objectives to aid department activities and actions to ensure safety targets are realized: Provides regular contributions to Safety Department communications.
  • Other duties as assigned.
