About The Position

The Aviation and Economic Department is seeking a Department Director who is highly responsible for senior management work coordinating, directing and facilitating the operations and delivery of services by the Daytona Beach International Airport and Economic Development divisions. Incumbents assigned to this classification are at-will and serve at the discretion of the County Manager.

Requirements

  • Bachelor's degree in Public Administration, Business Administration, Finance or related field, and ten (10) years progressively responsible administrative and management experience with Aviation and Economic Development.
  • A comparable amount of education and training may be substituted for the required experience.
  • Must possess and maintain a valid Florida driver’s license at time of hire and maintain thereafter.
  • Knowledge of the principles, practices, and techniques of public administration, organizational management, strategic planning, and effective supervisory and leadership practices.
  • Knowledge of airport management, airport development, aviation operations, property and lease management, tenant relations, and airport planning.
  • Knowledge of applicable Federal Aviation Administration (FAA) regulations, Transportation Security Administration (TSA) requirements, state and local laws, County ordinances, administrative policies, and other regulations governing airport operations and economic development activities.
  • Knowledge of governmental budgeting, financial management, general and cost accounting principles, capital improvement planning, and fiscal analysis.
  • Knowledge of economic development principles, business recruitment and retention strategies, incentive programs, marketing, and public-private partnerships.
  • Ability to develop, implement, and evaluate strategic plans, policies, programs, goals, and performance measures that support organizational objectives and community needs.
  • Ability to analyze financial, operational, and economic data; prepare and interpret complex reports; develop recommendations; and present findings to executive leadership, elected officials, and public stakeholders.
  • Ability to plan, organize, direct, and evaluate the work of management, professional, technical, and administrative staff while fostering a high-performing and collaborative work environment.
  • Ability to negotiate and administer contracts, leases, development agreements, and partnerships with airlines, tenants, developers, governmental agencies, consultants, and other stakeholders.
  • Ability to develop and implement business development, marketing, and revenue enhancement strategies that promote airport growth, economic investment, and community development.
  • Ability to establish and maintain effective working relationships with elected officials, government agencies, business leaders, airport tenants and users, community organizations, consultants, the media, employees, and the public.
  • Ability to communicate effectively and professionally, both orally and in writing, including delivering presentations, preparing reports, and representing the County before governing bodies, community groups, and industry organizations.
  • Ability to exercise sound judgment, initiative, and strategic decision-making in the administration of complex programs, policy development, emergency response, and organizational planning.
  • Ability to manage multiple priorities, meet deadlines, and perform effectively under pressure in a dynamic public sector environment.
  • Ability to report to and work from other County locations as operational needs require.

Responsibilities

  • Develops and implements departmental strategic plans, goals, policies, procedures, annual work programs, and performance measures to ensure effective operations and alignment with the County's Comprehensive Plan and strategic priorities.
  • Plans, organizes, directs, and evaluates departmental operations and the work of management, professional, technical, and administrative staff, including organizational performance, budgets, personnel, service levels, and operational objectives.
  • Advises the County Manager and County Council on aviation and economic development matters and prepares and presents agenda items, reports, ordinances, resolutions, strategic plans, and policy recommendations.
  • Develops and administers the department's annual operating and capital budgets, ensuring fiscal accountability and effective stewardship of public resources.
  • Serves as the principal liaison and develops collaborative partnerships with business leaders, aviation stakeholders, community organizations, and federal, state, regional, and local agencies to advance County aviation and economic development initiatives.
  • Directs long-range capital improvement planning, asset management strategies, and infrastructure investment initiatives for airport and economic development projects.
  • Monitors capital projects and construction programs related to the department.
  • Coordinates contracts and delivery of services.
  • Addresses media on high profile issues and operations.
  • Serves on leadership team to assist and advise County Manager in developing short-term and long-term goals and objectives.
  • Provides leadership and oversight for County recovery forces during emergency situations.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.
