About The Position

Keystone Advisors is a Certified Public Accounting (CPA) Firm with a proven 17-year track record providing Audit, Accounting, and Advisory Services in the areas of financial and administrative management, organizational and business improvement, program management support, budget support, financial analytical services and reconciliation, technology management and staff augmentation in Chicago, IL, Washington, DC, Alexandria, VA, and other metropolitan areas to both government and commercial clients. Keystone is looking for Audit Support Staff to join our team providing Financial Improvement and Audit Support to the Defense Nuclear Facilities Safety Board (DNFSB) in Washington, DC.

Requirements

  • Minimum of 5 years of progressive experience in Financial Improvement and Audit Support.
  • Minimum of 5 years of progressive experience in internal control.
  • Minimum of 5 years of progressive experience in OMB Circular A-123 Enterprise Risk Management program.
  • Minimum of 5 years of progressive experience in developing/analyzing financial statements/AFR/Audits, and related projects.
  • Bachelor’s degree in accounting, finance, or related field.
  • Experience performing financial statement audits in federal agencies, or commercial Fortune 500 organizations.
  • Professional knowledge of accounting theories, practices, methods, and techniques.
  • Knowledge and experience with Treasury reconciliation and reporting requirements.
  • Knowledge of a variety of accounting and budget functional areas and their relationships with other functions.
  • Knowledge of automated accounting and budget systems.
  • Ability to write correspondence to convey information relating to accounting processes and issues.
  • Aggregate skills, expertise, and experience in each of the identified areas.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Knowledge of Government Auditing Standards (GAGAS).
  • Knowledge of internal control over financial reporting (ICOFR).
  • Knowledge of Office of Management and Budget (OMB) Circular A-123, Management’s Responsibility Enterprise Risk Management and Internal Control.
  • Knowledge of Office of Management and Budget (OMB) Circular A-134, Financial Accounting Principles and Standards.
  • Knowledge of Office of Management and Budget (OMB) Circular A-136, Financial Reporting Requirements.
  • Knowledge of other pertinent OMB policies and federal financial management systems requirements.
  • Knowledge of Government Accountability Office Financial Audit Manual.
  • Knowledge of Government Accountability Office Standards for Internal Control in the Federal Government (Green Book).
  • Knowledge of Federal Information Systems Controls Audit Manual (FISCAM) requirements.
  • Knowledge of Federal Accounting Standards Advisor Board (FASAB), Statements of Federal Accounting Concepts (SSAC), and Statements of Federal Accounting Standards (SFFAS).
  • Knowledge of Oracle Federal Financials functionality.
  • Knowledge of Federal financial management policies and procedures.
  • Knowledge of Federal policies, systems and procedures for personnel, acquisition, inventory, property and material management.
  • Capable of working independently.
  • Competently, legibly and articulately communicate in the English language.

Responsibilities

  • Perform Financial Improvement and Audit Support tasks for the Defense Nuclear Facilities Safety Board (DNFSB).
  • Develop and analyze financial statements, AFRs, and audits.
  • Manage and implement OMB Circular A-123 Enterprise Risk Management program.
  • Perform financial statement audits in federal agencies or commercial Fortune 500 organizations.
  • Apply professional knowledge of accounting theories, practices, methods, and techniques.
  • Conduct Treasury reconciliation and reporting.
  • Utilize knowledge of accounting and budget functional areas and their relationships with other functions.
  • Work with automated accounting and budget systems.
  • Write correspondence related to accounting processes and issues.
  • Communicate effectively in the English language, both verbally and in writing.
