About The Position

Join with the Inspector General to help make America’s railroad operate more efficiently and effectively. Our team provides independent oversight of Amtrak’s programs and operations and works diligently to prevent and detect fraud, waste, and abuse by Amtrak employees, contractors, or vendors. This work not only helps to improve the efficiency and effectiveness of Amtrak, but it also informs decision-making by Amtrak’s Board of Directors, Amtrak management, and Congress. The Audit Manager/Senior Audit Manager is responsible for day-to-day technical and administrative direction of a multi-disciplined staff conducting Information Technology (IT), Information Security, performance and financial audits in compliance with Generally Accepted Government Auditing Standards (GAGAS) in a dynamic office environment. These audits address the effectiveness and efficiency of Amtrak’s IT programs and operations(including cybersecurity and IT governance efforts) and report recommendations for improvements to those programs and operations.

Requirements

  • Bachelor’s degree in Information Systems, Computer Science, Business Administration, Finance or Accounting with significant IT course work to perform IT audits.
  • Must have 4 or more years of relevant experience that included conducting performance audits of IT programs, cybersecurity processes, and testing IT controls.
  • Excellent written and oral communication skills.
  • Proven analytical, problem solving, and project management skills.
  • Ability to multi-task with attention to detail.
  • Ability to work across organizational boundaries to reach mutual goals.
  • Able to maintain composure in stressful situations and maintain confidentiality of sensitive information.
  • Proficiency in using data analysis and computer-based tools including Microsoft Office Suite and similar products.
  • Experience using Teammate+ or similar audit work paper management systems.
  • In depth understanding and ability to apply GAGAS, GAAP and other applicable audit policies and standards.
  • Demonstrated leadership abilities.

Nice To Haves

  • An advanced degree in Information Systems, Computer Science or Business Administration from an accredited university.
  • Familiarity with the accountability community (e.g., OIG, GAO).
  • Professional certification such as CISA, CISSP, CIA, CGEIT.
  • Familiarity with industry practices and frameworks for IT governance and cybersecurity, including COBIT and NIST.
  • Familiarity with passenger rail operations and/or transportation operations.

Responsibilities

  • Provides direction, focus, and supervision to complex IT performance and security audits, ensuring soundness and integrity of audit work, and the effective use of assigned staff.
  • Develops IT audit plans that address the audit objectives and provide a clear path for developing convincing findings and actionable recommendations.
  • Provides oversight and leadership to an IT audit team and requires them to use tools that will keep projects on track and ensure quality work in the process. Provides leadership in audit matters as well as administrative areas.
  • Coordinates with the Director/Senior Director to provide day-to-day leadership and direction to staff by ensuring they are productive, have clear expectations, receive timely and useful feedback, and receive ongoing coaching.
  • Oversees the collection and analysis of data extracts; ensures that evidence collected is reliable, sufficient, relevant, and properly documented in the project work papers and complies with GAGAS and Amtrak OIG’s policies and procedures.
  • Focuses on integrating data analytics into audits and encourages staff to develop their data analysis skills.
  • Supports the Director/Senior Director in managing and overseeing the work of contracted staff supporting IT audits.
  • Develops well supported audit reports that recommend system/process improvements and/or cost recoveries.
  • Produces other final products, such as briefings, message meetings documents, reports, testimonies, and/or fact sheets; and ensures all products are clear, convincing, and accurate.
  • Keeps OIG management informed of the audit progress and potentially controversial matters and ways to address them.
  • Leads and provides on-the-job training to a diverse multi-disciplined staff of IT auditors and analysts.
  • Develops highly productive working relationships with internal and external parties, fosters teamwork, collaboration, and coordination.
  • Provides context and perspective to subordinates on Amtrak and IG strategic plans. Develops audit proposals in concert with the OIG strategic plan, and to support the annual audit planning process.
