About The Position

The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Project Manager III in the Central Support unit within Operations Management. MCS Operations Management provides oversight of technology systems and operational processes that support the operation of the Medicaid program such as provider enrollment, claims processing, service authorization support, contract oversight, and electronic visit verification. The Central Support unit is responsible for coordinating a variety of activities including: audit coordination; information system ownership; emergency and disaster response; business continuity operations; open records requests; training delivery; and policy and procedure development. Central Support also provides administrative support for the Health Insurance Premium Payment (HIPP) program. The Project Manager III reports to the manager of the Central Support unit and performs complex (journey-level) project management work supporting the Operations Management division’s mission and vision. The position will act as the lead audit coordinator across Operations Management audit activities, performing project management for audits issues. Includes coordination of research, analysis, planning, development, and implementation activities for audit findings. Coordinates the planning and initiation of audit-related projects and assignments. The position will also support various activities, projects and initiatives including project planning, system information ownership and vendor oversight. This position has moderate latitude for the use of initiative and independent judgement to effectively lead others and utilizes project management experience, knowledge, skills, and abilities to influence the delivery of expected project outcomes. Requirements

  • Graduation from an accredited four-year college or university (six years of relevant work experience in the health and human services field may be substituted for this four-year educational requirement).
  • Three years of full-time work experience in the health and human services field (a master’s degree may substitute one year of work experience).

Responsibilities

  • Performs complex project management for Operations Management teams pertaining to audits issues. Includes coordination of research, analysis, planning, development, and implementation activities for audit findings.
  • Monitors and tracks the planning and initiation of audit finding related projects and assignments for other Operations teams.
  • Drafts and submits management responses to audit findings, tracks audit remediation milestones in coordination with HHSC IT, reports to MCS leadership on the status of audits and audit findings.
  • Ensures audit activities are completed timely and accurately.
  • Supports the lead IT Systems Information Owner in Operations Management and may serve as an information owner or provide backup support as needed.
  • Involves complex project management to classify information resources, assess risk, specify controls, and ensure agreed upon security strategies are implemented and continued in operation over time.
  • Assists in reviewing access lists; assigning custody of information to IT information custodians; specifying data controls; documenting exceptions to security controls; confirming with IT information custodians that security controls are in place; supports information security risk assessments in coordination with the IT information owner and information custodian.
  • Provides project management services to support the initiatives and projects across the Operations Management division.
  • Conducts functional operational analyses used to assess and mitigate risks, makes recommendations to develop policies, process and procedures, standards, and manuals.
  • Plans program activities in accordance with Operations Management objectives and goals.
  • Reviews and edits MCS analysis, research, and legislatively mandated reports as needed.
  • Provides back up support to the manager of Central Support on legislative assignments.
  • Provides project management oversight and assistance for vendor contract key performance measures owned by the Operations Management business areas to ensure the vendor is meeting the functional requirements as part of their contract.
  • Acts as the primary business owner for contract functional requirements as applicable to the position.
  • Performs other duties as assigned.
