About The Position

GovExec is seeking an Audience Development Manager to join our team. In this role, you will be responsible for growing, engaging, and retaining our audiences across New York and Pennsylvania. This position sits at the intersection of editorial, marketing, and data, with a clear mandate: increase reach, deepen engagement, and convert casual readers into loyal subscribers and event attendees. The ideal candidate is analytical, creative, and deeply curious about how government audiences discover, consume, and interact with content.

Requirements

  • 3 - 6 years of experience in audience development, digital media, growth marketing, or analytics
  • Strong understanding of email newsletters, SEO, and social distribution
  • Experience using analytics tools (e.g., Google Analytics, email platforms, CRM systems)
  • Data-driven mindset with the ability to turn insights into action
  • Excellent communication and collaboration skills
  • Background in media or journalism organizations, specifically with government, policy, or public-sector audiences
  • Experience in promoting events or conferences
  • Ability to work across multiple geographic markets

Responsibilities

  • Develop and execute audience growth strategies across newsletters, websites, events, and social platforms
  • Own subscriber growth for email newsletters and other owned channels
  • Optimize SEO, social distribution, and referral strategies to expand reach in NY and PA
  • Identify and test new acquisition channels and partnerships
  • Help to launch new products (paid e-newsletter, custom podcasts, breakfast club, etc.)
  • Increase repeat visitation, time spent, and newsletter engagement
  • Support event audience growth through targeted promotions and segmentation
  • Track and analyze audience metrics, including traffic, subscriptions, open rates, and conversions
  • Run A/B tests on headlines, send times, formats, and landing pages
  • Translate data insights into actionable recommendations
  • Work closely with editorial, events, sales, and marketing teams
  • Align audience development efforts with revenue and event growth goals
  • Manage audience tools, including email platforms, analytics, and CRM systems
