About The Position

The Louisiana Department of Health (LDH) is seeking an Attorney to play a key role in shaping complex Medicaid and healthcare policy across Louisiana. This is a highly responsible legal, consultative, and administrative position within the Bureau of Legal Services, serving as a specialized senior legal counsel to the Office of the Secretary of LDH. The role focuses on matters relating to Medicaid Fee-for-Service, Medicaid Managed Care, Medicaid Waivers, Medicaid Finance, Medicaid Services (including Pharmacy, Transportation, and Early and Periodic Screening, Diagnosis, and Treatment services), Office of Behavioral Health (OBH) Medicaid programs, LDH Office of Aging and Adult Services (OAAS), Pre-Admission Screening and Resident Review (PASRR), and Federal litigation. The incumbent will also work on special litigation projects involving state and federal Medicaid issues and litigation projects of Department-wide impact or significance.

Requirements

  • Possession of a current Louisiana license to practice law.

Responsibilities

  • Provides specialized legal counsel and guidance to the Louisiana Department of Health on complex Medicaid and healthcare matters.
  • Advises LDH leadership on legal issues involving Medicaid programs, policies, services, and operations.
  • Provides legal support regarding Medicaid Fee-for-Service, Managed Care, Waivers, Finance, and related services.
  • Advises the Office of Behavioral Health and the Office of Aging and Adult Services on Medicaid-related legal matters.
  • Provides legal counsel on federal litigation and complex state and federal Medicaid issues.
  • Researches and analyzes laws, regulations, policies, and legal developments affecting LDH programs and operations.
  • Supports department-wide legal initiatives and special litigation projects involving significant or complex Medicaid and healthcare issues.
