Attorney

House of Representatives•Washington, DC

About The Position

The House Office of the Legislative Counsel (HOLC) hires attorneys to draft legislation and perform related legal functions on a nonpartisan, impartial, and confidential basis in support of Members and committees of the House of Representatives. HOLC transforms policy goals into clear, concise, and legally effective legislative language that expresses congressional intent. Attorneys address a broad range of legal issues, including constitutional, statutory, and administrative law, and may provide legal analysis on emerging and novel areas of federal law. They do not make policy; they work to ensure legislation accurately reflects the policy of the Member or committee for whom it is drafted. HOLC plans to hire two attorneys starting in March 2027 and three attorneys starting in September 2027. The position requires a commitment to nonpartisan public service, strong writing, legal analysis, interpersonal, and oral communication skills, intellectual curiosity, and the ability to work independently and collaboratively under pressure. Attorneys must use judgment, tact, and discretion when addressing complex problems and difficult situations. HOLC seeks candidates open to long-term employment with the office. The starting salary is $100,274.40 annually. The House offers health and life insurance, retirement benefits, transit benefits, and a student loan repayment program. Continued employment is contingent on satisfactorily completing a criminal history record check. Employment with the U.S. House of Representatives is at-will.
