About The Position

The ATO Program Lead provides technical leadership for the design, integration, and modernization of a multi-site Emergency Communication System (ECS) and Mass Notification System (MNS). This role oversees technical execution, system integration, engineering quality, and compliance while serving as the primary technical advisor to Government stakeholders, engineering teams, and project leadership.

Requirements

  • 10+ years of technical leadership supporting complex federal infrastructure, technology modernization, or mission-critical systems programs, including experience with Authority to Operate (ATO), Risk Management Framework (RMF), cybersecurity compliance, or secure system implementations.
  • Demonstrated experience leading multidisciplinary engineering or technical teams across multiple stakeholders and project locations.
  • Experience supporting the design, integration, accreditation, or modernization of enterprise technology, communications, life safety, critical infrastructure, or building systems.
  • Strong understanding of systems integration, network infrastructure, and technical quality management.
  • Proven ability to collaborate with Government customers, engineering teams, subcontractors, and project leadership.
  • Strong written, verbal, and executive communication skills.
  • Experience supporting federal agencies or regulated environments preferred.
  • Professional certifications such as PE, PMP, NICET, CFPS, CISSP, or other relevant technical credentials are preferred.
  • Bachelor's degree in Engineering, Information Technology, Computer Science, Cybersecurity, or a related technical discipline; equivalent experience considered.
  • Must be able to obtain and maintain required Government security or facility access credentials.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with work order systems such as Maximo preferred.
  • Must be able to maintain the ability to access the government worksite.
  • Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.

Nice To Haves

  • Experience with Emergency Communication Systems (ECS), Mass Notification Systems (MNS), fire alarm systems, building automation systems, or critical infrastructure modernization.
  • Knowledge of NFPA 72, voice evacuation systems, Giant Voice, telecommunications, or enterprise network infrastructure.

Responsibilities

  • Lead the technical execution of the ECS/MNS modernization program.
  • Provide oversight of system design, engineering reviews, integration, and technical quality.
  • Coordinate multidisciplinary engineering teams, subcontractors, and technical partners.
  • Review technical deliverables for compliance with contract requirements, applicable codes, and industry standards.
  • Serve as the primary technical liaison with Government stakeholders and the Engineer of Record.
  • Identify and mitigate technical risks while supporting successful project execution.
  • Support technical planning, system integration, testing, and implementation activities.
  • Performs other duties as assigned.
