About The Position

Jefferson Community & Technical College is seeking a strategic and service-oriented Bursar to lead the student financial operations and select treasury functions. This role provides strategic leadership and oversight for all student financial services operations at Jefferson Community & Technical College. This includes ensuring accurate assessment of tuition and fees, student billing and payment processing, cashiering operations, refund process, collections, third party billing, departmental deposits, account receivables and daily banking activities. The Bursar will also ensure regulatory compliance and strong internal controls along with financial compliance across Jefferson’s multi campus system. Reporting to the Vice President of Administration and Chief Financial Officer, the Bursar plays a critical role in supporting Jefferson’s mission of open access, student success, and workforce development, safeguarding institutional revenue, enhancing financial integrity, and delivering high-quality service that supports student success and overall financial health. The ideal candidate will bring strong leadership, operational expertise, and a commitment to continuous improvement in a complex higher education environment. The Bursar plays a key role in supporting student success and retention by providing a high quality student centered financial services environment, ensuring financial processes are accurate and efficient as well as working collaboratively with Admissions, Records, Financial Aid, Workforce Solutions, and other Jefferson departments to maintain a seamless student financial experience. The Bursar ensures that all student financial transactions are processed accurately, efficiently, and in accordance with federal and state regulations, federal Title IV requirements, KCTCS Business Procedures and Jefferson policies

Requirements

  • Bachelor’s degree in Accounting, Business, Finance, or related field.
  • Minimum of five (5) years of experience in student accounts, billing, or receivables functions utilizing an ERP system (PeopleSoft preferred).
  • Two years of supervisory experience along with a minimum of two years of progressively responsible experience performing Bursar-related functions.
  • Strong understanding of accounting principles and financial systems.
  • Excellent communication, analytical, and problem solving skills.
  • Ability to interpret and apply policies, procedures, and regulatory requirements.
  • Demonstrated experience in accounting, business office operations, or student financial services within a college or university.
  • Strong knowledge of higher education billing, cash management, and financial reporting.
  • Familiarity with federal and state regulations related to Title IV funds, FERPA, and cash management.
  • Excellent interpersonal, communication, and customer service skills

Nice To Haves

  • Experience in higher education environment.

  • Proficiency in PeopleSoft Campus Solutions or other higher ed student systems.
  • Knowledge of Title IV, collections processes, and third party/sponsored billing.

Responsibilities

  • Oversee tuition, fee assessment, and billing processes using PeopleSoft in compliance with KCTCS policies.
  • Monitor student receivables, past due accounts, financial holds, and collection activity for all Jefferson campuses.
  • Ensure accurate posting of financial aid, scholarships, waivers, third party payments, Workforce Solutions contracts, and adjustments.
  • Maintain accurate student account records and assist students in resolving account issues.
  • Supervise cashiering and front counter operations for Jefferson's campus locations.
  • Ensure proper receipting, daily deposits, reconciliations, and internal controls following institutional cash handling procedures and audit requirements.
  • Manage student refund processes, including Title IV disbursement timelines and Return to Title IV (R2T4) in coordination with Financial Aid.
  • Support audits, financial reviews, and internal compliance checks.
  • Ensure adherence to federal regulations (Title IV, FERPA), state guidelines, and KCTCS Business Procedures.
  • Prepare financial reports, aging summaries, and student account data for leadership, System Office, and auditors and regulatory agencies as required
  • Provide professional, student focused service to Jefferson’s student population
  • Assist students in understanding account balances, payment deadlines, payment plans, other available resources and policies impacting enrollment and retention.
  • Communicate clearly and proactively regarding billing, refunds, and financial obligations.
  • Support enrollment and retention initiatives by addressing financial barriers and offering proactive communication where possible within policy.
  • Participate in committees and initiatives that enhance student financial services and retention.
  • Support institutional efforts to improve financial literacy and reduce student financial barriers
  • Supervise Bursar Office staff, setting goals, training, monitoring performance, and fostering professional growth.
  • Establish consistent office procedures across Jefferson’s multi-campus operations.
  • Provide coaching and ensure staff adherence to customer service expectations and compliance requirements.
  • Recommend process improvements to enhance efficiency and student experience.
