About The Position

Assist the District Section Engineer in providing management, leadership and direction for assigned engineering section. Assist in planning, organizing and monitoring project activities. Assist in providing fiscal management and technical guidance on a wide variety of transportation projects. Train and develop team members. To help lead the management of roadway and transportation related design projects consistent with established processes, schedules, budgets, design criteria, standards and specifications. Help supervise, train and provide guidance to team members as needed to support organizational objectives.

  • Substantial knowledge of VDOT Road and Bridge Specifications and Standards.
  • Thorough knowledge of principles of roadway safety that impact roadway standards and special designs.

  • Degree in Civil Engineering or related field.
  • Experience related to building networks and relationships with employees from other divisions, field personnel, contractors, manufacturers and FHWA representatives.

  • Knowledge of roadway and transportation design criteria, construction methods, standards, specifications and agency policies and procedures.
  • Leadership experience to include project and program management, coaching, counseling and training others.
  • Project management coursework and experience.
  • Skill in the use of computers and software applications.
  • Valid Professional Engineer's license.

Responsibilities

  • Communicate with staff, public and other VDOT employees on a variety of engineering related issues. Respond to stakeholder inquiries and participate in stakeholder meetings as necessary.
  • Provide excellent customer service in response to citizen inquiries and concerns.
  • Develop, manage and monitor budgets for assigned program areas including staff, equipment, projects, etc. Monitor expenditures and status of allocations. Ensure financial metrics are met.
  • Perform detailed, technical engineering reviews on a variety of documents and projects and do so as responsible charge engineer as required. Formulate and document recommendations and make presentations on findings.
  • Represent VDOT when meeting with outside entities to include resolving issues of public concern. Work with district and residency staff to communicate all project issues and work as a team member and leader to resolve problems. Coordinate with stakeholders to meet established project performance measures.
  • Monitor workload assignments such that roadway designs and design tasks are completed consistent with project scheduling and in support of VDOT programs. Manage consultant design projects, design-build projects and on-call contracts.
  • Organize work unit and assign workload. Monitor workload assignments so tasks are completed in support of VDOT programs. Manage time and adjust priorities of tasks. Responsible for the delivery of projects on time and within budget.
  • Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
  • As responsible charge engineer, apply thorough knowledge of roadway design and principles of hydraulic design and survey to complex projects. Take appropriate action to resolve difficult problems.
  • Ensure staff development, performance planning, evaluation and recognition activities are completed to ensure a productive and motivated team.
