About The Position

The City of Galt is seeking applications for an Associate and Senior Civil Engineer. This role serves as a project manager for complex professional engineering activities, including environmental program planning and compliance, design, construction, land development engineering, traffic engineering, water, wastewater, and storm water/drainage resources engineering. The position ensures that functions meet all applicable laws, regulations, and City policies related to the City’s Capital Improvement Program (CIP), land development, traffic and transportation, and utility infrastructure. The role provides complex staff assistance to departmental management staff in areas of expertise, serves as a subject matter expert in support of other City Departments, and performs related work as required. The Senior Civil Engineer is an advanced journey-level registered class responsible for professional-level support with considerable independence, initiative, and discretion. The Associate Civil Engineer is a journey-level registered class capable of performing a full spectrum of City engineering and project management work, including project planning, design, review, and construction oversight.

Requirements

  • Bachelor’s degree from an accredited four-year college or university with major coursework in civil engineering or a related engineering field.
  • Six (6) years of professional experience with emphasis in local agency residential, commercial, or industrial development projects (for Sr. Civil Engineer).
  • Four (4) years of professional experience in delivery of local agency Capital Improvement Projects (CIP’s) or development/entitlement (residential, commercial, and/or industrial development) projects (for Associate Civil Engineer).
  • Possession of a valid certificate or registration as a Professional Engineer in the State of California.
  • Possession of a valid Class C California driver's license and have a satisfactory driving record.
  • Knowledge of principles and practices of civil engineering as applied to the planning, design, cost estimating, construction, installation, and inspection of a wide variety of municipal facilities, miscellaneous buildings and structures, and traffic and transportation systems.
  • Knowledge of applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Knowledge of principles and practices of environmental impact assessment and related regulatory processes.
  • Knowledge of principles, practices, procedures, and standards related to City public works and infrastructure development and maintenance.
  • Knowledge of principles and practices of CIP cost estimation and contract administration and evaluation.
  • Knowledge of methods, materials, and techniques used in the construction of public works projects.
  • Knowledge of basic principles and practices of municipal budget preparation and administration.
  • Knowledge of practices related to surveying, including reviewing and preparing maps and legal descriptions.
  • Knowledge of modern office practices, methods, and technology, including computer hardware and software applications related to the work, such as computer-aided drafting (CAD) concepts and applications and Geographic Information Systems (GIS) and Financial management programs.
  • Knowledge of principles of advanced mathematics and their application to planning work.
  • Knowledge of methods and techniques of effective technical report preparation and presentation.
  • Knowledge of English usage, grammar, spelling, vocabulary, and punctuation.
  • Knowledge of techniques for effectively representing the City in contacts with governmental agencies, community groups; various business, professional, educational and regulatory organizations; and with property owners, developers, contractors, and the public.

Responsibilities

  • Monitors activities of the work unit; recommends improvements and modifications and prepares various reports on activities and projects.

  • Oversees the development of consultant requests for proposal for professional and/or construction services and the advertising and bid processes; evaluates proposals and recommends project award; negotiates and administers contracts after award.

  • Analyzes and resolves complex problems that may arise; recommends and approves field changes as required.
  • Conducts CIP planning activities; provides oversight and input into conceptual designs of engineering projects.

  • Prepares designs, specifications, plans, estimates, and reports for the development and modification of City infrastructure, including streets, traffic controls, curbs, gutters, underground utilities, and various facilities and appurtenances.
  • Analyzes, reviews, and administers plans and maps in conjunction with subdivision development in the City.
  • Analyzes civil engineering plan designs, specifications, and consultant and staff comments in accordance with design requirements and municipal and intergovernmental standards and regulations; recommends approval or additional engineering conditions and changes.
  • Meets and confers with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating engineering matters.
  • Responds to and resolves various issues with residents, other department representatives, and outside agencies in a professional manner.
  • Assists in or manages design and construction projects for public works projects; ensures contractor compliance with contract documents, time and budget estimates.
  • Conducts engineering and related studies, evaluates alternatives, makes recommendations, and prepares reports for the City Council.
  • Conducts studies and confers with the public regarding traffic and transportation issues; addresses traffic control and signage problems.
  • Confers with and provides information to property owners, contractors, developers, engineers, architects, and the public regarding conformance to standards, plans, specifications, and codes.
  • Participates in City long- and short-range capital improvement and preventive maintenance activities.
  • Prepares and submits grant applications and administer grant agreements with local, State, or Federal agencies.
  • Interprets and administers applicable laws and ordinances governing engineering work.
  • Performs the more complex construction inspections to confirm contractual compliance to engineering and construction standards.
  • If appropriately certified, may be designated as the City Surveyor to review all final maps and write legal descriptions and prepare plats for easements, lot line adjustments, and other survey related issues in conjunction with capital improvement projects.
  • If appropriately certified, may be designated by the City Engineer as the person responsible for professional civil engineering work with the ability and requirements to sign and seal such work.
  • Conducts a variety of organizational studies, investigations, and operational studies; assists in developing policies and procedures such as procedure guidelines, design standards, and standard plans and specifications.
  • Acts as the City's liaison with a variety of committees, commissions, construction and design engineers, and developers; represents the City and the department in meetings with other public, regulatory, and private organizations.
  • Prepares a variety of written correspondence, reports, grant applications, plans, procedures, ordinances and other written material.
  • Attends meetings, conferences, workshops, and training sessions; stays abreast of new trends and innovations in the field of urban planning and other types of public services as they relate to the area of assignment.
  • Monitors changes in laws, regulations, and technology that may affect operations.
  • Manages specific engineering programs such as development review, assessment district administration, capital plan execution, and infrastructure replacement.
  • Operates a standard vehicle to travel to multiple locations in order to perform assigned tasks.
  • Reviews construction plans prepared by consulting engineers to verify compliance with City sidewalk, public utility, and improvement requirements.
  • Checks plans for conformance with regulations regarding line, grade, size, elevation, and location of structures; reviews engineering calculations of other engineers or engineering technicians.
  • Participates in pre-design, construction, and utility coordination meetings, and issues construction permits.
  • Assists with other activities and daily departmental operations.
  • Investigates field problems affecting property owners, contractors, and maintenance operations.
  • Responds to citizen inquiries and complaints; provides information to the public at the front counter in person, via telephone, or other means of communication regarding grading, encroachment permits, right-of-way and property line information, utility information, slope stability and groundwater issues, improvement plan check, and payment processes.
  • Reviews and approves encroachment permit and traffic control plan applications submitted to the City.
  • Researches, prepares, and recommends methods of financing various improvements, including the use of assessment districts and areas-of-benefit.
  • Reviews, analyzes and makes recommendations concerning engineering, project costs, operations and control aspects of land development proposals including environmental and other documentation.
  • Performs the full scope of construction inspections to confirm contractual compliance to engineering and construction standards.
  • May provide technical direction and training to other planning and technical staff.
