About The Position

The Associate Public Affairs Analyst is an entry-level professional role focused on supporting legislative, public, and interagency initiatives. This position involves performing administrative, financial, legislative, and management analyses to support District/SNWA initiatives, functions, and programs. The role assists in formulating policy, procedure, and legislative positions, and requires a presence at the Nevada Legislature. As experience is gained, incumbents will perform more difficult duties with greater independence, exercising judgment in applying analytical techniques and making recommendations. This role is distinguished from higher-level analyst positions by the scope of research and analytical assignments and the level of independent representational duties.

Requirements

  • Graduation from a four-year college or university with major coursework in political science, communications, business or public administration or a closely related field.
  • One year of professional experience performing administrative, statistical or procedural analyses and developing reports and related materials.
  • Knowledge of principles, practices, and methods of administrative and organizational analysis.
  • Knowledge of public administration policies and procedures.
  • Knowledge of business computer applications, particularly as related to statistical analysis and data management.
  • Knowledge of financial/statistical/comparative analysis techniques and formulae.
  • Knowledge of budget development and administration methodologies.
  • Knowledge of basic functions of public agencies, including the role and responsibilities of a public governing board.
  • Knowledge of principles and practices of sound business communications.
  • Knowledge of correct English usage, including spelling, grammar, and punctuation.
  • Ability to analyze administrative, operational, organizational, and legislative issues/problems, evaluate issues and alternatives, and reach sound conclusions.
  • Ability to identify and utilize appropriate methods to resolve problems with data accuracy, completeness, and relevance.
  • Ability to apply sound critical thinking skills in evaluating options and alternatives, reaching conclusions, and recommending appropriate courses of action within established policy guidelines.
  • Ability to interpret and explain laws, regulations, policies, and procedures.
  • Ability to prepare clear and concise reports, position papers, presentations, and other written materials in statistical and narrative form for a variety of technical and non-technical audiences.
  • Ability to maintain accurate records and files.
  • Ability to use word processing, spreadsheet, graphics, and database software applicable to carrying out assigned duties.
  • Ability to coordinate multiple projects and meet critical deadlines.

  • Ability to establish and maintain effective working relationships with managers, representatives of other governmental agencies, the public, and others encountered in the course of the work.
  • A valid Nevada driver's license and ability to maintain insurability under the District's Vehicle Insurance Policy may be required for certain assignments.

Responsibilities

  • Performs administrative or management studies and special projects, conducting research projects within specified parameters using appropriate analytical techniques and statistical/information-gathering processes.
  • Organizes and presents data logically using spreadsheets and other tools, summarizing findings, conclusions, and recommendations in statistical and narrative form.
  • Assists in developing and implementing program or functional goals and objectives.
  • Performs a variety of writing assignments, drafting fact sheets, summaries, reports, correspondence, talking points, presentations, and graphics materials for supervisory review.
  • May write assigned articles for external publication.
  • Assists in analyzing, summarizing, and tracking proposed state and federal legislation and regulations.
  • Confers with District managers and staff to determine impacts on District or SNWA operations.
  • Drafts speaking points regarding bills of particular interest.
  • Monitors meeting agendas for assigned small systems, governmental agencies, or other groups and summarizes discussion and action items of interest to the District/SNWA.
  • Participates in fund development initiatives and activities for the Springs Preserve, including outreach to donors and promotion of commemorative giving and event sponsorships.
  • Maintains and enhances ongoing relationships with sponsors and donors, ensuring follow-through and appreciation.
  • Promotes volunteer recruitment and ongoing engagement.
  • Maintains the donor database and develops reports and analyses of donor giving and participation.
  • Assists in logistical planning and participation in donor-oriented events.
  • Participates in the development and writing of grant proposals and applications.
  • Monitors program implementation to ensure grant requirements are met.
  • Participates in grant close-out activities.
  • Conducts or assists in conducting a variety of special projects and programs.
  • Performs program administrative functions in a specified area.
  • Prepares technical reports, charts, memoranda, correspondence, and other written materials.
