About The Position

The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a strategic and collaborative professional for the role of Associate Health Care Analyst. This position involves analyzing complex financial, statistical, and technical data, with a focus on financial management, budgeting, auditing, and accounting. The role may also involve reviewing patient eligibility coverage and making recommendations for claims. DMHAS is a health care agency dedicated to promoting the health and wellness of individuals with behavioral health needs through a comprehensive network of services and supports.

Requirements

  • Seven (7) years of professional experience in financial management with some experience in health care management
  • Professional accounting or auditing work with responsibility for the review and recommendation of financial policies and procedures of a business organization
  • Considerable knowledge of principles and practices of financial management including organization, administration, management, finance, budgeting, auditing and accounting
  • Knowledge of health care industry
  • Interpersonal skills
  • Oral and written communication skills
  • Considerable ability in interpretation and analysis of complex financial, statistical and technical data
  • Ability to utilize computer software

  • Experience in extracting, reviewing, interpreting and analyzing complex financial, statistical, and technical data
  • Experience performing cost and fiscal analysis to develop reimbursement rates and inform financial reporting requests
  • Experience analyzing a budget for development of value-based payment methodology
  • Experience with analytical software and creating analytical reports using database queries

Responsibilities

  • Analyzes complex financial, statistical and technical data
  • Financial management including organization, administration, management, finance, budgeting, auditing and accounting
  • Analyzes General Assistance authorizations and expenditures, rate setting scenarios and new methodologies
  • May review patient eligibility coverage and make recommendations for claims
  • Performs related duties as required
  • Performs the most complex duties in the review of materials to determine compliance with requirements contained in Connecticut General Statutes and agency regulations
  • Assists in development of procedures, documentation references and computer programming and data base management to provide efficient and effective use of staff resources
  • Reviews and evaluates financial, utilization and management records of health care facilities and/or providers toward various ends
  • Prepares complex financial, narrative and statistical reports
  • Reviews findings and conclusions with senior staff
  • Conducts research and analysis as needed for special projects
  • Provides staff training and assistance
  • Analyzes and evaluates complex budget, expenditure, utilization, rate setting and/or revenue issues within behavioral health programs
  • Prepares reports of findings for decision and policy making purposes
  • May prepare cost-based rate proposals for provider services
