About The Position

Under the direction of the Executive Director – Housing, the Associate Housing Director assists in the administration, coordination, and oversight of the Yerington Paiute Tribe Housing Department. This position supports the day-to-day operations of housing programs and ensures compliance with applicable Tribal, Federal, and State regulations. The Associate Housing Director plays a key leadership role in program implementation, staff supervision, regulatory compliance, and operational efficiency while supporting the Tribe’s mission to provide safe, affordable, and sustainable housing for Tribal members.

Requirements

  • Associate or bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Housing Management, or a related field preferred.
  • Three (3) years of progressively responsible experience in housing programs, Tribal programs, or a related field.
  • Must have a minimum of two (2) years of supervisory experience, demonstrating the ability to lead, direct, and evaluate staff effectively.
  • Or an equivalent combination of education, certifications, and experience in Tribal or public housing programs.
  • Must possess a valid Nevada Driver’s License
  • Must be insurable under YPTHA insurance policy.
  • Must be bondable.
  • Must successfully pass a background check.
  • Must successfully complete pre-employment drug testing.
  • Knowledge of NAHASDA, Indian Housing Block Grant (IHBG), and HUD program requirements.
  • Knowledge of Tribal housing operations, including rental housing, homeownership programs, maintenance, and rehabilitation.
  • Familiarity with Indian Housing Plan (IHP) and Annual Performance Report (APR) processes.
  • Knowledge of eligibility requirements, income verification, and program compliance standards.
  • Working knowledge of financial tracking, budgeting, and reporting practices.
  • Knowledge of Tribal Tax Ordinance requirements related to contractors and vendors.
  • Knowledge of Tribal Employment Rights Office (TERO) compliance, including Indian preference and contractor requirements.
  • Strong organizational and time management skills with the ability to manage multiple priorities.
  • Strong problem-solving and analytical skills.
  • Effective communication skills, both written and verbal.
  • Ability to work collaboratively with Tribal leadership, staff, contractors, and community members.
  • Proficiency in Microsoft Office and relevant housing or database systems.

Responsibilities

  • Assists in the management and oversight of Housing Department operations, including tenant services, property management, maintenance, modernization, rehabilitation, and homeownership programs.
  • Supports the implementation of housing programs in compliance with the Native American Housing Assistance and Self-Determination Act (NAHASDA), Indian Housing Plan (IHP), and other applicable funding sources.
  • Coordinates daily program operations to ensure services are delivered efficiently, effectively, and in alignment with established policies and procedures.
  • Supervises assigned Housing staff, including scheduling, training, monitoring performance, and assisting with evaluations in accordance with YPTHA Personnel Policies.
  • Assists in ensuring compliance with Tribal procurement policies, including coordination of bids, contractor oversight, and documentation requirements.
  • Monitors contractor and vendor compliance with the Yerington Paiute Tribe Tax Ordinance, including required reporting, taxation obligations, and coordination with Tribal Finance.
  • Supports enforcement of Tribal Employment Rights Office (TERO) requirements, including Indian preference, certification compliance, fee requirements, and workforce participation goals on all applicable housing projects.
  • Assists in monitoring construction, modernization, and rehabilitation projects to ensure adherence to project scope, timelines, budgets, and compliance requirements.
  • Supports budget tracking and financial monitoring activities, including accounts receivable, tenant/homebuyer compliance, and reporting requirements.
  • Assists in the preparation and submission of required reports, including the Indian Housing Plan (IHP) and Annual Performance Report (APR).
  • Ensures proper maintenance of housing records, files, and documentation in accordance with regulatory and audit requirements.
  • Assists in the development, implementation, and enforcement of Housing Department policies and procedures.
  • Provides technical assistance and guidance to staff and program participants regarding housing services and eligibility requirements.
  • Acts on behalf of the Executive Director – Housing in their absence, as assigned.
  • Represents the Housing Department in meetings, training, and community outreach efforts as directed.
  • Track, monitor, and maintain records of Board of Commissioners (BOC) training and certifications to ensure compliance with applicable U.S. Department of Housing and Urban Development (HUD) regulations, including documenting completion status, renewal requirements, and reporting compliance as required.
  • Performs other duties as assigned.
