About The Position

Under general supervision, the Associate Engineer performs a variety of engineering duties in the planning, design, construction, operations, and compliance of wastewater facilities, infrastructure, systems, operations, and programs. This role involves preparing or coordinating the preparation of engineering drawings, designs, and compliance and permitting documents. The Associate Engineer provides project management support, inspects and analyzes plant operations, implements process improvements, and assists in enforcing industrial wastewater discharge regulations. They will also research engineering and compliance issues, compile and analyze data, prepare reports, and provide technical support to engineering and management staff. Specific duties within the Design Division include coordinating and participating in commissioning activities, developing commissioning procedures and acceptance testing requirements, troubleshooting technical issues, and planning and coordinating electrical and other project shutdowns. This involves developing scopes of work, supporting consultant selection, reviewing plans and specifications, and providing technical support during design and construction, as well as performing in-house electrical design. The position requires close collaboration with other engineering disciplines, construction staff, Operations and Maintenance (O&M), consultants, and project stakeholders to ensure effective integration of electrical systems, commissioning requirements, and shutdown activities into project designs, specifications, and schedules. Responsibilities during construction include participating in commissioning activities, testing, documentation, system integration, and reviewing shop drawings. Additional duties may involve developing and maintaining engineering design guidelines, standards, technical specifications, and scopes of work; providing technical support throughout the design process to ensure compliance with OC San policies; performing constructability reviews; and resolving technical issues. The role may also support the development of commissioning procedures and tools, define and coordinate project shutdown requirements, review technical submittals, and provide technical support related to safety, risk management, project schedules, change management, and cost reduction.

Requirements

Bachelor’s degree from a college or university accredited by the U.S. Department of Education, with major coursework in civil, mechanical, chemical, electrical, or environmental engineering, or a related field.
Two (2) years of increasingly responsible engineering experience.
Must possess a valid California Class C Driver’s License.

Proficient Microsoft software (Excel and Word) experience to produce reports and document projects.
Experience with Bluebeam Revu.

Performs in-house electrical design.
Ensures electrical systems, commissioning requirements, and shutdown activities are effectively integrated into project designs, specifications, and schedules.
Participates in commissioning activities, testing, documentation, and system integration during construction.
Reviews shop drawings and coordinates with the construction team and O&M.
Develops and maintains engineering design guidelines, design standards, technical specifications, and scopes of work.
Provides technical support from preliminary through final design to ensure compliance with OC San policies, procedures, and standards.
Performs constructability reviews.
Resolves technical issues during design and construction.
Supports the development of commissioning procedures and tools.
Defines and coordinates project shutdown requirements.
Reviews technical submittments.
Provides technical support related to safety, risk management, project schedules, change management, and cost reduction.
