About The Position

The City of Fremont's Public Works Department is recruiting for an Associate Engineer - Civil in the Development Section. This role is part of the Engineering Division, which handles the review of land development projects and the design and construction of public projects. The ideal candidate will have experience with private land development projects and possess strong collaboration skills with colleagues, contractors, developers, public agencies, and the community. They should also be a registered Professional Engineer in the State of California.

Requirements

  • Graduation from an accredited four-year college or university, with major coursework in civil engineering or a related engineering discipline.
  • Four years of professional engineering experience.
  • One year of experience at a level equivalent to the City's class of Engineer II.
  • Possession of a valid Professional Engineer (PE) Certificate issued by the State of California or possession of a valid professional registration/certificate as a licensed architect issued by the California State Board of Architectural Examiners.
  • Possession of a valid California class C driver's license at time of appointment and a satisfactory driving record.
  • Knowledge of principles, practices, procedures, and standards related to City public works and infrastructure development and maintenance.
  • Knowledge of principles and practices of civil engineering in a municipal setting.
  • Knowledge of engineering economics, hydrology, hydraulics, surveying, and structural design principles.
  • Knowledge of computer applications related to the work, including computer-aided drafting concepts and applications.
  • Knowledge of techniques for effectively representing the City in contacts with governmental agencies, community groups, various business, professional, and regulatory organizations, and with property owners, developers, contractors, and the public.
  • Skill in developing and reviewing plans for municipal public works projects.
  • Skill in interpreting, applying, and explaining laws, codes, regulations, and ordinances.
  • Skill in effectively representing the department and the City in meetings.
  • Skill in preparing clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Skill in maintaining accurate records and files.
  • Skill in establishing and maintaining effective working relationships.
  • Ability to work in a standard office setting with extensive use of written documents, computers, and the telephone.
  • Ability to travel throughout the City on improved and unimproved terrain to inspect public works sites.
  • Ability to attend community and professional meetings both as a participant and a meeting leader.
  • Ability to lift and carry up to 35 pounds.
  • Knowledge of applicable laws, codes, and regulations.
  • Knowledge of principles and practices of capital improvement cost estimation and contract administration.
  • Knowledge of practices related to surveying, including reviewing and preparing maps and legal descriptions.
  • Knowledge of practices of preparing and presenting effective staff reports.
  • Skill in conducting civil engineering research projects, evaluating alternatives, making sound recommendations, and preparing effective technical staff reports.
  • Skill in using tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Knowledge of practices of researching engineering and design issues, evaluating alternatives, and making sound recommendations.
  • Knowledge of principles of project management including assignment of work and team leadership.
  • Skill in developing and administering contracts for professional services and construction in a public agency setting.
  • Skill in scheduling and carrying through with assignments without close supervision.
  • Skill in directing and reviewing the work of support staff on a project basis.
  • Skill in instructing staff in work procedures.
  • Skill in making effective public presentations.

Responsibilities

  • Performs professional-level engineering work related to the preparation of plans, designs, and specifications for public works infrastructure projects such as streets, sidewalks, parks, drainage, and storm-water sewers.
  • Conducts cost estimates and prepares reports for public works projects.
  • Reviews plans, designs, and specifications.
  • Administers professional services and construction contracts.
  • Ensures compliance with relevant laws, rules, regulations, and ordinances.
  • Confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development.
  • Plans, schedules, conducts, and/or coordinates detailed phases of engineering work for a segment of a major project or carries through a total project of moderate scope.
  • Performs work involving conventional engineering practice, which may include complex features such as conflicting design requirements, unsuitability of conventional materials, and difficult coordination requirements.
  • Acts as project manager for moderately difficult public works infrastructure projects.
  • Prepares layouts for design projects.
  • Acts as construction manager.
  • Prepares legal property descriptions, ordinances, assessment plats, and other written materials.
  • Approves contract payments.
  • Signs off on documents and reports.
  • Performs other duties requiring certification as a Professional Engineer in the State of California.
  • May provide project, technical, and functional supervision of the work of technical and professional subordinates.
