About The Position

The Associate Director of Veteran Facilities supports the Director in all building aspects by offering leadership within the department and acting as a representative of the Director. This role oversees one or more key divisions of Veteran Facilities Management, such as vendors in facility maintenance, grounds keeping, in-house construction, custodial services, and business operations. The Associate Director ensures adherence to health, life safety, and building codes, recommends priorities for repairs and renovations, aids in managing and developing departmental budgets, and collaborates with supervisors and Human Resources on personnel matters and staff development. The Associate Director is responsible for ensuring that all properties within our HVP portfolio meet the highest service, safety, and operational excellence standards. This position will oversee all property management functions' quality assurance, ensure compliance with federal, state, and local regulations, and exceed HUD NSPIRE & REAC scoring models. The Associate Director will proactively mitigate risk, resolve issues, and enhance tenant satisfaction and property upkeep. They will focus on adherence to policies, procedures, and best practices across the program, specifically emphasizing quality control, operational efficiency, and risk management.

Requirements

  • Minimum of five years’ experience in all aspects of Property Management, Real Estate, or a related field.
  • Strong work ethic and ability to support multiple projects in parallel and prioritize competing demands under pressure and time sensitive deadlines.

Responsibilities

  • Regularly assess tenant satisfaction across the HVP portfolio.
  • Manage communication with tenants to ensure professional relationships and address concerns promptly.
  • Track tenant complaints and disputes, providing effective resolutions.
  • Collaborate with the Director, Veteran Facilities on comparative budgeting and financial planning based on data analysis.
  • Optimize property budgets to ensure resources are allocated effectively.
  • Supervise routine maintenance (landscaping, pest control, etc.) and emergency repairs, ensuring swift action and high-quality service.
  • Conduct inspections regularly to proactively identify and resolve maintenance issues, ensuring properties remain in top condition.
  • Maintain relationships with contractors and service providers, ensuring adherence to service standards.
  • Ensure all property management activities comply with local, state, and federal regulations, including property codes and housing laws.
  • Develop and implement risk management strategies, ensuring appropriate insurance coverage and property protection.
  • Oversee the eviction process, ensuring legal protocols are followed and executed compassionately when necessary.
  • Maintain comprehensive, accurate records for financial transactions, tenant communications, contracts, inspections, and maintenance requests.
  • Ensure clear and effective communication across tenants, property owners, and vendors.
  • Integrate and manage property management software to streamline operations and enhance transparency.
  • Document and supervise routine property upkeep to ensure cleanliness, safety, and curb appeal.
  • Propose and manage property improvements or renovations to increase property value and ensure long-term asset longevity.
  • Oversee vendor relationships, ensuring cost-effective and high-quality service delivery across various areas, including repairs, landscaping, and cleaning.
  • Regularly assess the quality of outsourced work, ensuring vendor services meet or exceed company standards.
  • Assist in developing and reviewing disaster preparedness plans to ensure tenant and property safety in unforeseen circumstances.
  • Support the team during crises, ensuring swift resolution of issues, including natural disasters, security breaches, or other urgent situations.
  • Ensure the property management team is prepared to respond to emergencies promptly.
  • Assist with quality assurance initiatives, risk mitigation, and compliance training.
  • Promote and enforce adherence to policies, procedures, and industry best practices at all levels of the operation.
