U.S. Import Export Compliance (USIEC) is responsible for trade compliance oversight for all functional areas and business units of Eli Lilly and Company in the United States, Puerto Rico, and OUS sites for activities covered by U.S. Import Export and Trade laws and regulations. The team ensures adequate awareness of U.S. trade compliance issues by providing timely updates of regulatory changes and appropriate tools to all functional areas subject to U.S. regulatory jurisdiction. USIEC also serves as the primary contact with the multiple government agencies with regulatory authority over U.S. trade.

Requirements

• Bachelor's Degree
• 5-7 years of trade compliance or related compliance experience
• Understanding of internal controls or elements of effective compliance programs, including the ability to investigate, test for compliance, evaluate options, and take corrective action.
• Well versed in U.S. Department of Treasury’s Office of Foreign Asset Controls (OFAC), U.S. Export Administration Regulations

Responsibilities

• Leads enterprise sanctioned party screening compliance program that includes ERP system screening (GTS) as well as offline screening programs.
• For GTS, leads large scale projects and influences cross-functional team to ensure system configuration for global compliance with US regulations.
• Understands and influences design of robust screening algorithm.
• Manages inclusion of multiple sanctions list types for screening in GTS and formal addition of new list types as required by external environment.
• Keeps pace with constantly changing and evolving sanctions environment including changes to country based sanctions, authorized financial/payment methods, increasing entity-based programs, enforcement trends and complexities in applying to Lilly business model.
• Understand complex financial and commercial activities, apply knowledge of OFAC to these items, and identify OFAC-related issues, risks, and prohibited activities.
• Understanding of multiple complex selective entity-based programs and assess potential risk to Lilly.
• Through careful monitoring of the GTS system, identifies business partners (banks, vendors, customers) who become sanctioned and takes appropriate actions to restrict/control future transactions.
• Lead cross-functional projects and processes to achieve results while influencing others who may or may not report to the function or area.
• Represent Lilly externally with the U.S. government agencies, industry, trade function, and outside counsel as needed.
• Provide expert consultation for all transactions and business relationship activities involving sanctioned countries or sanctioned entities (e.g. regulatory registration, product sale and supply, product donations, travel, etc.).
