About The Position

Episcopal Community Services is launching a new housing partnership and landlord relations team. This role is ideal for someone with real estate or sales experience looking to make a difference in the lives of unhoused neighbors. Reporting to the Director of Scattered Site Housing, the Associate Director will lead agency-wide efforts to market scattered site housing subsidy programs to landlords and property managers, aiming to increase the availability of units for clients receiving rental assistance. This position will also provide oversight to the Landlord Liaison team, which focuses on identifying permanent housing units in the Bay Area rental market and building partnerships with landlords to address barriers for clients seeking permanent housing.

Requirements

  • Bachelors Degree in Education, Policy, Public Administration, Social Work, Business, or a related field desired. Significant demonstrated related work experience can substitute for education.
  • Four years experience in leasing, real estate, property management, supportive housing, San Francisco rental markets, city planning/public policy, subsidy programs or sales highly desired, but not required.
  • Knowledge of Bay Area rental market and general knowledge of real estate practices are a plus.
  • Able to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • High regard and ability to meet schedules and timelines; demonstrate excellent ability to work independently with little direction.
  • Ability to engage a wide variety of people with a high level of professionalism, courtesy, and good humor, including culturally, socially and economically diverse populations, seniors, persons with disabilities, contractors, and professional colleagues.
  • Demonstrable knowledge of computer skills and ability to navigate Office 365 products (Word, Excel, SharePoint).
  • Excellent working knowledge of housing opportunities and resources in San Francisco.
  • Must have the ability to welcome and respect co-workers and client populations as unique individuals with different backgrounds, perspectives as well as differences in personalities, skill sets, life experiences, and knowledge bases.
  • At least 5 years of leadership experiencing supervising staff to include: selection of staff, training, development, performance evaluations, progressive discipline, taking appropriate disciplinary action and knowing when to partner with Senior Leadership and Human Resources.
  • Must secure finger image screening and annual TB screening.
  • Must be able to meet physical requirements of the position, which may include long periods at a desk and/or computer workstation, daily travel to various sites, and lifting of up to 25 lbs.

Responsibilities

  • Perform landlord outreach efforts, including discussing the advantages of ECS's scattered site programs and facilitating presentations to associations, realtor groups, and potential partners.
  • Coordinate landlord outreach with local partners such as apartment associations, Board of Realtors, and tenant councils to recruit property owners willing to lease to clients.
  • Participate in conferences attended by property owners, investors, and managers.
  • Partner with the data team to maintain the rental unit inventory database.
  • Conduct research on landlord liaison best practices.
  • Research, coordinate, and conduct informational and educational seminars for property owners, investors, and managers.
  • Report updates and progress to the ECS leadership team.
  • Develop and maintain a network of professional contacts in the property management and real estate industry.
  • Review and oversee quick turnaround on inspections and rent reasonable studies to secure units.
  • Work closely with the Housing Stabilization and Housing Coordination teams to provide supportive services to clients.
  • Administer and monitor the usage of funding to hold units, ensuring a timely move-in process for clients.
  • Negotiate and draft formal MOUs on a case-by-case basis for preferred access to available units.
  • Supervise staff, including selection, training, development, performance evaluations, and progressive discipline.
