About The Position

Reporting to the Director of Early Education and Family Services, the Associate Director of Fiscal, Administrative & Workforce Development is a senior leadership role responsible for supporting the fiscal coordination, workforce planning, and administrative systems of Early Head Start (EHS), Head Start (HS), CSPP, and CCTR programs. This position helps ensure program stability, effective resource management, and strong operational systems across multiple sites and funding streams. The Associate Director works collaboratively with Fiscal, Human Resources, and program leadership to align staffing structures, budgets, and administrative processes with regulatory requirements and program goals.The role supports consistent and efficient program operations that enable high-quality services for children and families.

Requirements

  • Comprehensive knowledge of all available services provided at ECS Head Start, community resources, intake and evaluation process, interviewing techniques, managing multiple priorities, problem solving, managing change and conflict.
  • Communicating effectively in both written and verbal form, interviewing techniques, managing multiple priorities, effective time management practices, problem solving, managing change and conflict.
  • Manage time and deal with multiple priorities, problem solve, exercise sound judgment, define problems/barriers, collect data, establish facts and draw valid conclusions, make decisions, maintain confidentiality, listen well, maintain records and data, use computer and various programs to effectively communicate as necessary.
  • Ability to maintain quality fiscal and administrative Head Start functions.
  • Ability to develop promotion materials including brochures, flyers, posters, etc.
  • Individual needs to be compassionate, competent, and assume professional accountability for interactions with consumers, public and staff. In addition, they should be able to function in a team environment, have good work ethics, and a mature understanding of cultural diversity.
  • Supervisory skills with program development and management knowledge.
  • Bachelor’s degree required
  • Minimum 5 years of leadership experience in multi-site or publicly funded programs.
  • Excellent oral and written skills.
  • Ability to pass a physical examination, tuberculin skin test, alcohol and drug, including marijuana.
  • Immunization records, fingerprint clearance and criminal record check required.
  • Ability to conduct numerous visits to centers at various locations in San Diego’s South County Area.
  • Verification of current driver’s license and insurance required for personal car usage.

Nice To Haves

  • Master’s degree preferred in Business Administration, Public Administration, Human Services, or related field.
  • Bilingual English/Spanish preferred

Responsibilities

  • Fiscal Coordination
  • Collaborate with Fiscal staff to monitor program budgets and expenditures
  • Review spending patterns and support fiscal planning efforts
  • Assist in aligning expenditures with grant and funding requirements
  • Support fiscal accountability systems and approval processes
  • Contribute to audit readiness and documentation practices
  • Workforce Planning & Personnel Coordination
  • Oversee staffing allocation and workforce planning across sites
  • Monitor staffing structures to support ratios and enrollment levels
  • Coordinate with HR regarding recruitment priorities and staffing needs
  • Support adherence to collective bargaining agreement provisions related to scheduling, staffing patterns, and work assignments
  • Assist in position control tracking and workforce planning
  • Training & Professional Development
  • Supervise the Training & Professional Development Manager
  • Support development of annual training plans
  • Promote workforce development and leadership growth opportunities
  • Ensure training systems align with licensing and program standards
  • Administrative & Operational Systems
  • Strengthen and standardize administrative procedures
  • Support development of SOPs for operational consistency
  • Assist with facilities coordination and vendor processes
  • Identify operational efficiencies and system improvements
  • Leadership & Collaboration
  • Serve as a member of the program leadership team
  • Collaborate with cross-functional departments to support program success
  • Provide guidance to managers on workforce and operational matters
  • Support a culture of accountability and continuous improvement
