About The Position

As a member of Goodwill Hawaii’s senior leadership team, the Director of Workforce Development provides strategic and operational oversight for all Workforce Development programs funded by the Department of Human Services (DHS). The Director of Workforce Development leads the planning, development, and implementation of departmental and program initiatives to ensure strong program performance and community impact. Working collaboratively across teams and with community partners, the Director of Workforce Development advances social advocacy and workforce-related policy efforts that support Goodwill’s Mission Services programs. This role ensures that all Mission Services goals and objectives are achieved within established timelines and funding requirements. The Director serves as the primary point of contact for Department of Human Services Benefits and Support Services Division (DHS BESSD) programs, maintaining compliance with contract requirements and overseeing program delivery either directly or through subordinate supervisors.

Requirements

  • Bachelor’s degree (B.A.) with at least eight (8) years of related experience OR Master’s degree (M.A.) with at least four (4) years of related experience.
  • Periodic travel is required.
  • Must have a valid driver’s license and access to an insured vehicle.

Responsibilities

  • Provide effective, mission-driven leadership and stewardship for Workforce Development programs, fostering staff engagement and continuous quality improvement.
  • Oversee development and implementation of programs to ensure compliance with contracts and Goodwill standards; complete timely reports, audits, and corrective actions.
  • Lead, coach, and retain a high-performing Human Services management team; implement training to build staff capacity.
  • Identify and develop new opportunities by leveraging cross-program strengths and addressing organizational and market challenges.
  • Support organizational initiatives and events, demonstrating commitment to Goodwill’s mission and cross-department collaboration.
  • Guide and support implementation of the strategic plan, coaching supervisors through operational transitions.
  • Direct quality assurance efforts, including performance evaluation, accreditation maintenance, compliance reviews, and external audits; foster a culture of compliance.
  • Advocate for social policies impacting Human Services and maintain strong relationships with community partners, government officials, and funders.
  • Establish and manage outcome-based performance and satisfaction systems; report results and recommend improvements to executive leadership.
  • Lead and coordinate the Volunteer Income Tax Assistance (VITA) program.
  • Ensure compliance with safety policies and maintain a safe work environment.
  • Safeguard participant confidentiality in accordance with contractual, state, federal, and HIPAA regulations.
