About The Position

This position oversees all phases of financial administration for a large department, including budgetary control, expenditure control, financial planning, and program evaluation. The role involves developing, implementing, and overseeing a financial planning and reporting system. The Associate Director works under administrative direction, with significant latitude for independent judgment, and their work is reviewed through consultation and reports. Requirements

Responsibilities

  • Oversee all phases of the financial administration of a large department including budgetary, expenditure control, financial planning, and program evaluation.
  • Evaluate existing programs and develop plans for their expansion, modification, or elimination based on changing needs and fund availability.
  • Supervise the preparation and review of the departmental budget for central accounting, expenditure control, and budgetary reports.
  • Conduct cost analysis surveys of departmental operations and make recommendations for cost reduction.
  • Make recommendations on planning and developing systems for effective administrative and fiscal management, including fiscal and staffing requirements.
  • Monitor departmental budget variances, analyze causes, and implement necessary adjustments.
  • Develop, implement, and oversee a financial reporting system, including the development of an on-line system, establishing security and privacy criteria, setting standards for hardware and software, ensuring compatibility and cost-effectiveness, and evaluating system effectiveness.
  • Conduct special financial reviews to verify facts in cases of noncompliance with laws and/or regulations.
  • Exercise overall supervision and direction of billings and reimbursements.
  • Evaluate management and methods procedures for effectiveness and efficiency, and recommend future plans and budget allocations.
  • Oversee the RIBridges financial administration, including budgetary, expenditure control, financial planning, procurement, accounting, and reporting.
  • Be responsible and accountable for the proper receipt and disbursement of Medicaid administration departmental funds and ensure their appropriate use.
  • Oversee federal and state budgeting and reporting across RIBridges agencies.
  • Ensure cost allocation plans align with budgets and expense reporting.
