About The Position

The Associate Director (AD) provides strategic and operational leadership for key programmatic initiatives within the Child Welfare Education Partnership (CWEP). Reporting to the CWEP Program Director, this role oversees the development, coordination, and statewide delivery of pre-service training, continuing education, and professional development for foster, adoptive, kinship, and residential caregivers in partnership with the Division for Children, Youth, and Families (DCYF). The AD facilitates the integration of lived experience perspectives into curriculum development, training delivery, and program planning, and collaborates with family leaders, instructors, and community partners to ensure high-quality, relevant learning opportunities aligned with state and national standards. This position currently holds primary oversight of the Family Training program while intentionally strengthening the infrastructure, staffing, and partnerships necessary to support its continued growth and future transition. As a senior leader, the AD operates with a high degree of autonomy and accountability, contributing to organizational strategy, supervising the Family Training team, and ensuring alignment across CWEP initiatives and external stakeholders. The AD works closely with CWEP departments, DCYF, and community partners to build comprehensive, collaborative professional learning environments that elevate caregiver and family leader capacity and leadership, while advancing system-wide goals. Through a focus on innovation, quality improvement, and sustainability, the AD plays a central role in strengthening caregiver education and lived experience integration to improve outcomes for children, youth, and families across New Hampshire.

Requirements

Master's degree in education, social work, human services, public administration, organizational leadership, or a related field; OR Bachelor's degree with 2+ years of progressively responsible experience supporting training, instructional programs, learner development, evaluation, or related instructional or coordination roles.
Certifications or credentials in relevant instructional or training-related fields may substitute for a portion of the required education or experience.
Valid driver's license or evidence of access to reliable transportation.
Experience working within or in partnership with child welfare, human services, education, or related systems.
Experience overseeing or contributing to training programs, curriculum, or learning systems.
Experience supervising, mentoring, and evaluating staff; ability to provide functional supervision or leadership to staff and teams.
Proficiency with LMS systems, instructional technologies, survey tools, workflow software, and other technology tools.
Ability to manage multiple priorities, projects, and deadlines in a fast-paced environment; strong organizational, documentation, and record-keeping skills.
Ability to maintain confidentiality and manage sensitive information appropriately.
Strong communication, facilitation, collaboration, and relationship-building skills; ability to work effectively with diverse stakeholders, including state agencies, community partners, and individuals with lived experience.
Strong analytical and problem-solving skills; ability to translate data into actionable insights.
Commitment to continuous improvement, equity, and high-quality service delivery.
Ability to lead, design, and manage projects and cross-functional initiatives.
Proficient in Microsoft Office Suite and other software tools.
Willingness and ability to travel to Concord, NH and other statewide locations for training delivery, meetings, or other activities.
Flexibility in work hours may be necessary to accommodate training-related meetings or events (e.g., conferences).

Responsibilities

Partner with the Program Director in cultivating CWEP as a learning organization by promoting cross-team reflection, knowledge-sharing, and continuous improvement practices that strengthen organizational capacity and long-term effectiveness.
Collaborate closely with other CWEP leaders to ensure alignment, reduce duplication, and coordinate implementation across systems.
Recruit, hire, and onboard qualified Family Training staff and adjunct instructors to meet statewide training delivery needs.
Participate in the recruitment, hiring, and onboarding of CWEP staff generally, as needed.
Provide supervision, coaching, and leadership to Family Training staff; manage workload balance, performance reviews, and professional development.
Lead planning for the long-term evolution of the Family Training program, including building infrastructure and capacity to support eventual redistribution of operational oversight.
Lead and oversee the development, coordination, and statewide delivery of pre-service, in-service, and ongoing professional development for foster, adoptive, kinship, and residential caregivers.
Lead and oversee the integration of lived experience into caregiver education, curriculum development, training delivery, and program planning; monitor outcomes and incorporate feedback to inform systems improvements and strategic decision-making.
Oversee training delivery models, scheduling systems, and capacity planning to maximize accessibility, participation, and efficiency.
Analyze training needs, contractual requirements, and training demand to set priorities and refine offerings.
Contribute to CWEP leadership activities and perform additional duties as assigned to advance CWEP's mission and contractual commitments.
Co-facilitate CWEP leadership meetings, strategic planning, and cross-unit initiatives; co-create team expectations, program development plans, and quality assurance processes that support consistent, effective training delivery.
Serve as a proxy for the CWEP Program Director as needed.
Establish and standardize operational processes that support program scalability and sustainability.
Manage documentation and reporting related to family training delivery, ensuring data integrity and accessibility for evaluation, audits, contract reporting, and stakeholder communication.
Monitor training data, participation trends, and performance outcomes to guide program adjustments and continuous improvement.
Oversee the use and continuous enhancement of CWEP learning management systems (LMS), registration platforms, and other technology tools that support enrollment, delivery, and data tracking for Family Training.
Apply best practices in adult learning, online education, and hybrid delivery to expand high-quality virtual and in-person learning options; partner with other CWEP departments to improve user experience, accessibility, and reliability of training platforms.
Oversee caregiver training and LEI budgets and expenditures, including tracking, reporting, and documenting payments to adjunct instructors, family leaders, and other facilitators and participants, in accordance with UNH and DCYF fiscal and program requirements.
Monitor budget performance, analyze trends, and recommend adjustments to ensure responsible fiscal management.
Identify and implement opportunities for operational efficiencies, training enhancements, and system improvements grounded in data, best practices, and stakeholder input.
Support statewide DCYF conferences and training-related events by assisting with pre-event planning, day-of logistics, and post-event debrief as assigned by the CWEP Program Director.
Collaborate with other CWEP departments and DCYF partners to lead the development, refinement, and implementation of caregiver and LEI training structures, processes, and standards.
Serve as a primary liaison between CWEP staff, DCYF stakeholders, caregivers, family leaders, and community partners regarding caregiver education and LEI strategy.
Maintain ongoing communication with DCYF and community partners to assess training needs, gather feedback, and inform short- and long-term program planning.
Co-lead the Parent Partner Steering Committee with DCYF partners; represent CWEP in other committees, advisory groups, and workgroups where lived experience input informs policy and system strategy.
Engage stakeholders in collaborative planning, continuous feedback, and shared decision-making to ensure training reflects lived experience, operational realities, and statewide system priorities.
