About The Position

This position is for an Associate Civil Engineer or Civil Engineer within the Capital Improvements Program (CIP) group of Jefferson County Transportation & Engineering Division. The role involves performing engineering activities and construction management for CIP projects, including roadway, bridge, stormwater drainage, and traffic operations. The position offers an opportunity to work collaboratively in a solution-focused environment, transforming conceptual designs into community realities. The department values an autonomous work environment with strong support from the team to ensure quality services. This position is hybrid, with a primary focus on office work and occasional field work. The successful candidate must be able to drive to various job sites, walk over uneven terrain in various weather conditions, and compare existing site conditions with construction plans.

Requirements

  • Associate Civil Engineer: One year of experience in civil engineering, roadway construction, or related field.
  • Associate Civil Engineer: Bachelor of Science in Civil Engineering or related field (from ABET accredited college).
  • Associate Civil Engineer: Engineer-In-Training (EIT) / Fundamentals of Engineering (FE) at time of hire.
  • Civil Engineer: Four years of experience in civil engineering, roadway construction, or related field.
  • Civil Engineer: Bachelor of Science in Civil Engineering or related field (From ABET accredited college).
  • Civil Engineer: Professional Engineer (PE) License at time of hire.
  • Ability to drive to various job site locations throughout unincorporated Jefferson County.
  • Ability to walk over uneven terrain in a variety of weather conditions.
  • Ability to compare existing site conditions with construction plans.

Nice To Haves

  • Educational background with a focus on civil engineering – roads, bridges, and drainage, traffic engineering, or transportation engineering.
  • Experience using AutoCAD Civil 3D, Cartegraph (OpenGov), Adobe Acrobat Pro, Bluebeam, HEC-RAS, HY-8, and Microsoft Office Suite (Outlook, Teams, Excel, Word).
  • Experience working in the public sector.
  • Construction plan development experience (Associate Civil Engineer) / Construction plan development and review experience (Civil Engineer).

Responsibilities

  • Track project budgets (Associate Civil Engineer) / Manage project budgets (Civil Engineer)
  • Respond to citizen questions and concerns
  • Review contractor project schedules
  • Review and develop project plans and project specifications
  • Perform entry level technical engineering analysis and calculations (Associate Civil Engineer) / Provide engineering analysis and calculations (Civil Engineer)
  • Inspect construction work and record observations
  • Represents the County at applicable meetings for the project assigned (Civil Engineer)
  • Serve as design engineer by performing construction oversight and engineering in compliance with Federal, State, and County standards, policies, and procedures (Associate Civil Engineer)
  • Serve as project manager and /or project engineer by performing construction oversight and engineering in compliance with Federal, State, and County standards, policies, and procedures (Civil Engineer)
  • Prepare and review scopes of work, drainage reports, design memorandums, specifications, and technical documentation (Civil Engineer)
  • Develop and assist with feasibility studies, engineering calculations, construction plans, specifications, and cost estimates for assigned projects
  • CAD modeling and design efforts for capital improvement projects, including roadways, traffic safety enhancements, and stormwater drainage systems
  • Coordinate with other county and agency personnel during the design review and construction of projects
  • Address citizen concerns pertaining to projects assigned
  • Participate in community meetings and respond to questions and concerns related to roadway, traffic, and drainage projects
  • Review design plans and specifications and provide input for constructability and maintenance
  • Inspect contractors work for accuracy and completion according to construction plans/specifications and industry standards
  • Coordinate with contractors, construction supervisors, surveyors, Right-of-Way agents, utility companies, and County personnel, during project planning, design, and construction (Associate Civil Engineer)
  • Coordinate project activities with adjacent stakeholders and traveling public (Associate Civil Engineer)
  • Work closely with local agencies and utility providers to identify and mitigate potential conflicts during design and construction (Civil Engineer)
  • Collaborate with survey staff, the ROW coordinator, and engineering teams to design and oversee roadway, traffic, and drainage projects, providing clear design assessments that improve constructability and reduce long-term maintenance challenges (Civil Engineer)
  • Coordinate with the public, construction supervisors, survey crews, ROW agents, utility companies, and County personnel throughout project planning, design, and construction (Civil Engineer)
  • Address and resolve project-related concerns as they arise (Civil Engineer)
  • Conduct field inspection activities during project construction and for maintenance preparation (Civil Engineer)
  • Other duties and responsibilities as assigned
