About The Position

The New York State Department of Agriculture and Markets is seeking an Associate Budgeting Analyst in Albany. This position performs senior-level budgeting duties and supervises Senior Budgeting Analysts and clerical staff in preparing agency budgets, monitoring expenditures, maintaining fiscal records, and submitting required reports to the Division of the Budget (DOB) and the Office of the State Comptroller (OSC). The incumbent assigns and reviews staff work, trains new employees, and develops written budgetary instructions for agency staff. Key responsibilities include analyzing State and federally funded budget proposals, identifying optimal funding methods, and compiling the draft agency budget for administrator approval. Additionally, the role involves performing agency-wide budget tasks, completing statutory reports, and recommending alternative fiscal strategies, such as fund transfers, temporary staffing requests, or hiring freeze adjustments, to meet agency goals. The Associate Budgeting Analyst is a permanent, office-based position conveniently located in our headquarters at 10B Airline Drive in Albany, NY. We are located near the Albany International Airport and Wolf Road and provide ample free parking.

Requirements

  • One year of permanent, contingent-permanent, or 55 b/c service as an Associate Budgeting Analyst, SG-23 (for Reassignment Qualifications)
  • Reachable on the current eligible list for this location if one exists (for Reassignment Qualifications with less than one year of service)
  • One year of permanent, competitive service in a title designated as appropriate for administrative transfer under Section 52.6 of the Civil Service Law (for 52.6 Transfer Qualifications)
  • Source titles from which transfer may be made must be designated administrative and be within two salary grades or one M-grade of the target title (for 52.6 Transfer Qualifications)
  • One year of permanent, competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law (for 70.1 Transfer Qualifications)
  • Titles such as Associate Accountant, G-23; Contract Management Specialist 2, G-23; and State Expenditures Examiner 2, G-23 are appropriate for transfer under Section 70.1 (for 70.1 Transfer Qualifications)
  • One year of permanent, contingent-permanent, or 55 b/c service as a Senior Budgeting Analyst, G-18 (for Non-Competitive Promotion and Provisional Appointment)
  • Must take the next scheduled Civil Service examination for this title and have a score that is reachable on the resulting eligible list before permanent appointment (for Provisional Appointment)
  • Previous permanent New York State employees who resigned their positions may be reinstated to their former positions, or to positions to which they were eligible for transfer or reassignment without further examination (for Reinstatement Under Rule 5.4)
  • Employees separated from their positions may be reinstated within one year of the date of their separation (for Reinstatement Under Rule 5.4)
  • Employees separated from their positions who have also been separated from state service for more than one year may be reinstated upon approval by the state Civil Service Commission (for Reinstatement Under Rule 5.4)
