About The Position

The North Carolina Department of Health and Human Services (DHHS) is one of the largest, most complex agencies in the state, with approximately 17,000 employees. It is responsible for ensuring the health, safety, and well-being of all North Carolinians, providing human service needs for special populations including individuals who are deaf, blind, developmentally disabled, and mentally ill, and helping poor North Carolinians achieve economic independence. This Nurse Consultant position in the Adult Care Licensure Section involves regulatory activities to determine compliance with state requirements for assisted living facilities and overnight respite programs. The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails, ensuring people receiving care are safe and receive appropriate care, and that medical buildings are built only when needed. The position will be home-based in the eastern region of the state, requiring applicants to reside in Robeson, Bladen, Columbus, Pender, Sampson, Brunswick, New Hanover, Johnston, Duplin, Lenoir, Jones, Onslow, Carteret or adjacent counties. This role requires frequent travel and works in the field conducting inspections, mainly within the assigned region, with occasional to frequent overnights depending on the inspection schedule. Travel expenses, including food, lodging, and transportation, are compensated by the State of North Carolina.

Requirements

Licensed to practice as a Registered Nurse in the State of North Carolina
One year of experience in the area of specialization.
Must possess and maintain an active and unrestricted driver’s license and have the ability to drive for statewide travel as assigned.
Applicants may be subject to a criminal background check.

Nice To Haves

Knowledge of current nursing practice, assessment, and care planning.
Experience applying rules, statutes, and/or standards to ensure compliance in the area of work, including participating in or conducting state or federal surveys, compliance audits, or accreditation surveys.
Strong written and oral communication skills and the ability to document clearly and concisely in a technical report.
Supervisory experience.

Responsibilities

Work both independently or as a member of a professional health care team conducting on-site inspections of licensed adult care homes and overnight respite programs to determine the facility’s compliance with licensure rules and statutes.
Analyzing survey findings and determining compliance with applicable rules and statutes then documenting findings in a legally defensible manner.
Providing technical assistance to facilities and potential providers.
Providing regulatory oversight and technical assistance to county Department of Social Services (DSS) staff.
Position duties involve significant oral and written communication with facilities, staff and public.
