About The Position

This is the first of two levels in the Water/Wastewater Treatment Plant Management series for the Clarksville Gas & Water Department. Incumbents, under the direction of the Water/Wastewater Treatment Plant Manager (Operator of Record), oversee employees who perform necessary operational duties of the plant focusing on water quality utilizing all necessary available tools to ensure water quality meets or exceeds standards set by federal, state, and local government agencies. Responsibilities may include providing input into the development of a budget; forecasting and monitoring revenues and/or expenses; implementing new systems and policies; developing and implementing internal procedures; representing the assigned function to internal and external stakeholders; and preparing operational and financial reports. The Assistant Water/Wastewater Treatment Plant Manager is held personally responsible for knowing and properly following all EPA and State of Tennessee rules and regulations pertaining to the plant and is responsible for all work performed by subordinates.

Requirements

  • High school graduate or equivalent.
  • Three (3) years of experience operating a Grade IV Treatment Plant, including one (1) year of supervisory experience.
  • An equivalent combination of education and experience sufficient to perform the job's essential duties.
  • Possession of a valid driver’s license.
  • Grade IV Water/Wastewater Treatment Plant Operator Certification (respective to assigned area).
  • Knowledge of supervisory principles.
  • Knowledge of advanced principles, practices, methods, and procedures in assigned area of responsibility.
  • Knowledge of applicable Federal, State, and local laws, rules, and regulations.
  • Knowledge of project and operations management principles.
  • Knowledge of budgeting principles.
  • Knowledge of customer service principles.
  • Knowledge of report preparation techniques.
  • Knowledge of computers and related software applications.
  • Knowledge of and ability to operate and maintain all treatment plant equipment.
  • Knowledge of all necessary operational and laboratory work required for observation and control of the treatment plant operations.
  • Skill in monitoring and evaluating employees.
  • Ability to adhere to Occupational Safety and Health Administration (OSHA) principles.
  • Ability to prioritize and assign work.
  • Ability to implement standards, goals, processes, and procedures.
  • Ability to develop and monitor an annual budget with oversight.
  • Ability to apply policies, procedures, laws, and regulations.
  • Ability to provide customer service.
  • Ability to prepare, review, and maintain operational records and reports.
  • Ability to use a computer and related software applications.
  • Communication and interpersonal skills as applied to interaction with subordinates, coworkers, supervisor, the public, etc. sufficient to exchange or convey information and to give and receive work direction.

Responsibilities

  • Manages staff of the treatment plant operations to include prioritizing and assigning work, ensuring staff are trained and motivated, supervising subordinate personnel and ensuring that employees follow policies and procedures; communicates pertinent information with supervisors and subordinates; formulates, initiates and/or recommends new or improved practices and policies; develops plans and procedures to ensure efficient plant operation; prepares performance evaluations; performs the duties of the plant manager in their absence.
  • Recognizes plant status and is able to troubleshoot and perform corrective actions of plant operations to ensure water quality meets or exceeds the standards of EPA and the Tennessee Department of Environment and Conservation (TDEC).
  • Prepares, reviews, and approves a variety of operational records, reports, and plans ensuring compliance with applicable Federal, State, and Local laws, regulations, codes, and/or standards.
  • Operates Supervisory Control and Data Acquisition (SCADA) and other software systems.
  • Assists in preparation of annual budget for plant and assists in monitoring all expenditures.
  • Responds to a variety of customer inquiries and complaints; resolves complex situations.
  • May be required to respond to emergencies maintaining an active phone number.
  • Performs other work as required.
