The Assistant Vice President, Workforce Development & Operations provides strategic and operational leadership for Workforce Development and Community Employment Initiatives, contract operations, and business performance across multiple service lines. The position owns revenue growth, operational excellence, employer partnerships, contract compliance, manager performance, and the financial sustainability of assigned operations. The role converts organizational priorities into measurable operating plans that expand competitive integrated employment opportunities and strengthen assigned earned-income enterprises. The position reports to the Chief Operating Officer and directly supervises 4-10 managers and leaders across Workforce Development and Community Employment Initiatives, contract operations, and related assigned functions. The role provides leadership for an operation of 26-100 employees through direct and indirect supervision and establishes clear decision rights, accountability, communication, and coordination across the portfolio. Reporting relationships and assigned operational responsibilities may evolve based on organizational needs and approved structural changes. The position has operating and financial accountability for an assigned portfolio with an estimated annual scope of $7 million to $15 million. The role develops and manages approved budgets, monitors revenue, expense, margin, and contract performance, recommends resource allocation, controls spending within delegated authority, and takes corrective action when results fall below plan. The position owns top-line revenue growth and bottom-line profitability for assigned operations and makes staffing decisions within approved organizational policies and authority.
