About The Position

Under general supervision, serves as lead worker over equipment operators and other seasonal/temporary laborers on an on-going, routine basis in carrying out the collection of waste and recyclables from residents, multi-family facilities, and commercial accounts. Typical collection services include automated side-load trucks for residential accounts, rear load trucks for commercial accounts, and roll-off trucks for construction debris. While they are expected to perform the same skilled equipment operator duties as those individuals on the crew, they are also expected to assist the supervisor in organizing work unit activities and to provide instruction to crew members and to inspect their work to ensure adequacy. The Assistant Route Supervisor supervises assigned staff.

Requirements

  • High school diploma or its equivalent (G.E.D.)
  • Four or more years of progressively responsible experience in the operation of a variety of waste and recycling collection equipment of which must be at a level equivalent to Equipment Operator II or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as those listed above.
  • A valid commercial driver's license with air brake endorsement is required.
  • Knowledge of the proper and safe operation, servicing and maintenance of a variety of waste and recycling collection equipment
  • Knowledge of federal, state and local laws and regulations regarding the operation of equipment and operation of specialized equipment
  • Knowledge of solid waste utility procedures, practices and common structure and relationship within the city, etc.;
  • Skill in the proper and safe operation, servicing and maintenance of waste and recycling collection equipment such as those listed above;
  • Skill in written English sufficient to read traffic signs, written instructions, and prepare simple logs and reports;
  • Skill in organizing work activities;
  • Skill in providing work direction and instruction to others;
  • Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisors, the public, etc. sufficient to exchange or convey information and to receive work direction.

Responsibilities

  • Assists supervisor in organizing work unit activities such as prioritizing and delegating work and in performing other administrative tasks (i.e. completing reports, recommending budget items, ordering supplies, scheduling, coordinating activities with other work units, etc.)
  • Evaluates work unit procedures and makes adjustments to ensure efficiency and effectiveness of operations.
  • Visually inspects completed work and work-in-progress to determine if proper procedures were followed and if work meets departmental, state and federal guidelines;
  • Oversee the work activities of crew members by providing work direction and instruction in completion of assigned tasks including operation and/or maintenance of equipment on both a routine and special project basis.
  • Operates a variety of Waste and recycling collection equipment including automated side load trucks, rear load trucks, and roll off trucks.
  • Using independent judgment provides supervision and leadership to department personnel under the span of control.
  • Gathers and maintains records of work unit activities.
  • Prepares a variety of reports and reviews, those prepared by staff relating to operating conditions, equipment, and compliance with department rules and local, state and federal regulations.
  • Assists the Route Supervisor with general scheduling and organizing work unit activities such as prioritizing and delegating work and performing other administrative tasks such as: Completes reports, maintains supply and materials inventory, orders supplies; Schedules and coordinates activities with other work units; Maintains records of work performed and prepares periodic reports on work unit activities, equipment operation, etc. to ensure compliance with department rules and state and federal regulations; Serves as a backup for the supervisor in scheduling work and approving timecards, in the absence of the Route Supervisor.

  • Visually inspects completed work and work-in-progress to ensure that work is completed according to proper procedures and that work meets departmental, state and federal guidelines.
  • Inspecting equipment daily prior to operation to ensure proper fuel levels, tire pressure, and overall condition are conducive to safe operation.
  • Inspects engine, welds, looks for cracks, leaks, etc.; Performs preventative maintenance and makes minor repairs;
  • Perform safety checks of specialized equipment;
  • Inform supervisor when new safety equipment and other supplies and routine maintenance are needed;
  • Reports broken parts and malfunctioning equipment to supervisor as needed.
  • Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
  • Communicate with others in the work unit to provide information relating to work assignments and progress of work or to convey information about conditions or work-related needs;
  • Conveys basic information to the public when approached with questions;
  • Occasionally interacts with others in the work unit and the public, to exchange detailed and/or technical information where the ability to explain concepts is exercised;
  • Responds to questions and concerns from the public, provides information and attempts to de-escalate situations where a member of the public is emotionally charged over an issue; contacts Supervisor for assistance or follow-up as necessary.
  • Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
  • Knows and follows department and city rules as well as sound work and safety practices to accomplish the job objectives and avoid injury or loss; Wears proper protective equipment when policy requires or conditions indicates a need exists and utilizes proper body mechanics and ergonomics while performing work; When potentially unsafe conditions are observed, make efforts to avoid or correct them if they are controllable and draw them to the attention of the supervisor responsible or safety representative in a timely manner.
