About The Position

This position provides consultative and administrative support in the planning, development, implementation, and evaluation of educational programs at the state and local levels. The role may support curriculum content areas, cross‑disciplinary instructional programs, or education initiatives within the community college system. Work includes guiding curriculum development, advising on instructional methodologies, and supporting innovative program improvements. The position may also assist with statewide planning efforts, policy development, and supervision of lower‑level consultants. The role reports to an Education Program Director. The mission of Education Services in the North Carolina Department of Public Safety is to provide services to those offenders who participate in educational activities so that they may become responsible and productive persons who can effectively manage their incarceration and make contributions to their community upon release. Education Services leads and supports educational opportunities in all prisons throughout the state and manages a partnership with 43 community colleges and other education partners. The position is responsible for supporting all functions of Education Services and serving as the superintendent’s designee when the superintendent is not available. The position serves as a personnel leader and assistant manager for the section, serving as a manager in the absence of the superintendent. The assistant superintendent is responsible for assisting with the general operation of individual schools and prison education. This includes, but is not limited to, various programming, policy and procedure, special projects, business services and technology. The assistant superintendent of Education Services oversees the operation of prison education by working with directors, coordinators, principals, and building staff to build vision, set priorities, and develop long and short-range plans for the day-to-day operation of prison education services. Significant travel is involved with this position, as it is required that the assistant superintendent travel to all facilities on a regular basis. Travel is required an average of 60% of the time. Overnight travel is required at times, and driving throughout the state is required. A state vehicle is provided when traveling. A valid driver’s license is required. This position is not eligible for telework and is required to be present in the main Education Services office in Raleigh, NC daily.

Requirements

  • Master's degree in the education field to which assigned from an appropriately accredited institution and five years of progressively responsible experience in the assigned area of public education with at least two of those years in a supervisory/lead capacity; or an equivalent combination of education and experience.
  • A valid driver’s license is required.

Nice To Haves

  • Principal or School Administrator licensure with NC Department of Public Instruction is required
  • Experience as a teacher, principal, or central office administrator in secure settings, preferably within NC correctional institutions.
  • Experience working in both public schools and secure settings.
  • Documented experience in instructional planning for students, both as groups and individually.

Responsibilities

  • Provide expert consultation to local education agencies or community colleges on curriculum design, instructional methods, and program implementation.
  • Guide the development, revision, and evaluation of curriculum, instructional materials, and education support programs.
  • Assist agencies and institutions with researching, planning, and developing innovative projects to improve instruction and student outcomes.
  • Respond to requests for program or policy support, including administrative practices, service delivery needs, and funding considerations.
  • Lead or coordinate statewide projects, training initiatives, or supervise staff within a broad program area.
  • Help establish a vision, expect continuous improvement, and develop a focused plan for achieving district goals.
  • Facilitate the establishment of a vision for the district that drives the district’s work.
  • Facilitate communication and collaboration with prison leadership.
  • Establish and maintain effective relationships with school personnel.
  • Communicate with staff, post-secondary partners, and stakeholders.
  • Help identify, prioritize, recommend, and follow policies and governance procedures that maintain a focus on the central goals as outlined in the mission statement, vision statement, and strategic plan.
  • Help with the creation of instructional systems designed for high student achievement.
  • Work with the Director placing a primary focus on improving instruction and enhancing student learning.
  • Assist in creating a district culture and expectations that support effective data-based decision making at all levels of the system.
  • Work with district and system administrators to identify, collect, analyze, and use relevant data to identify strengths to sustain and weaknesses to address.
  • Promote, support, and use research-based best practices for curriculum design and instruction.
  • Allocate adequate and equitable resources across the district.
  • Intentionally focus financial, human, time, material, technological and facility resources in support of district goals for instruction and achievement.
  • Take actions to achieve district goals.
  • Support individuals at all levels in the district and assume that the central office is a support and service organization for prison education.
  • Help organize the system to provide leaders appropriate authority within their schools to make decisions and implement initiatives.
