About The Position

To provide leadership and direction for elementary and secondary schools in Harford County Public Schools. The Assistant Superintendent will also collaborate and provide support to other Assistant Superintendents, Directors, and staff to meet the operational and instructional needs of employees and students.

Requirements

  • Master’s degree from an accredited college or university in education, curriculum and instruction, supervision, or a related area.
  • Hold or eligible for a Maryland Advanced Professional Certificate or Maryland Advanced Professional License with a Superintendent I endorsement.
  • Five years of successful experience as an administrator.
  • Hold and maintain a valid driver’s license to carry out the essential functions of the position.
  • Successful participation in systemic school, county, or state level initiatives, to include committees, task forces or other organized groups.
  • Demonstrates effective strategic and innovative leadership, decision making, and problem-solving skills.
  • Demonstrated success engaging families, community members, employee groups, and stakeholders in collaborative problem-solving and communication.
  • Knowledge of Maryland State and Federal laws related to public education including the Blueprint for Maryland’s Future, and the Maryland State Department of Education’s standards, regulations, and requirements.
  • Demonstrated success in data analysis, school improvement planning, and leading measurable positive shifts in student achievement, school culture, and organizational outcomes.
  • Demonstrated ability to collaborate across instructional, operational, and student support departments to support district priorities and student success
  • Exemplary administrative performance evaluations.
  • Ability to foster positive organizational culture while maintaining high expectations for students and staff.
  • Excellent planning and organizational skills.
  • Excellent interpersonal, collaboration, problem-solving, and oral/written communication skills.
  • Strong understanding of continuous improvement processes, accountability systems, and data-informed decision-making.
  • Experience leading, serving, or collaborating across PreK–12 public education.

Nice To Haves

  • Central office leadership experience in a public school system is preferred.
  • Experience developing, coaching, and evaluating school-based administrators and aspiring leaders is preferred.

Responsibilities

  • Serves as a member of the Superintendent’s Leadership Team and other committees as deemed appropriate.
  • Supervises and provides leadership and vision for development, operation, and innovation for elementary and secondary school programs and initiatives.
  • Collaborates with Curriculum, Instruction, Assessment, Student Support Services, and Operational Departments to develop strategic plans for elementary and secondary schools to support student achievement, culture and climate, and collective success.
  • Provides direction to and collaborates with the Office of Culture and Climate in ensuring equitable practices that address culture and climate, professional development, leadership, disproportional data, use of resources and instruction, and best practices that enable all students and staff to access opportunities for learning and growth.
  • Provides direction to the Office of Accountability, in ensuring alignment with district priorities, state and federal requirements, the advancement of data literacy, and embedding processes and tools that support continuous improvement of student outcomes.
  • Serves as the Superintendent’s designee for student discipline and Human Resources related appeals.
  • Provides leadership for professional development of administrators and aspiring leaders.
  • Organizes and provides means for review and selection of instructional materials, supplies, and equipment.
  • Responds to inquiries and requests by the Board of Education and other stakeholders.
  • Provides leadership and direction and cross office collaboration on the School Improvement Process and supports the principal and administrative team on goal setting, data collection, data analysis, and school improvement initiatives to support student achievement and teacher effectiveness, with special emphasis on the development of targeted strategies to improve achievement, achievement gaps, disproportionality and school culture.
  • Oversees and fosters collaboration in the planning, implementation, monitoring, and evaluation of the school system’s K-12 comprehensive student assessment program.
  • Monitors, leads, implements, and informs the Superintendent of Schools of MSDE requirements as well as achievements and needs of the elementary and secondary schools based on available data.
  • Collaborates with Human Resources, Business Services, Curriculum, and the Superintendent for strategic staffing models and resource allocation.
  • Allocates staff annually to ensure appropriate levels of support within each elementary and secondary school.
  • Manages and supports administrators in managing budgets, staffing, operational requirements, State and Federal laws, Safety & Security, master schedules, and the allocation of all resources to support instructional and operational initiatives.
  • Collaborates with administrators, supervisors, and other stakeholders in resolving student, parent, staff, budgetary, instructional, and operational issues.
  • Participates in employing, assigning, supervising, developing, guiding, and evaluating school administrators.
  • Assists in planning, implementing, and evaluating state and federal programs, including the Blueprint for Maryland’s Future and Federal Title grants, operating at the elementary and secondary school levels.
  • Collaborates with students, parents, teachers, leaders, and community members to advocate for school needs and foster a community effort to support our students and staff.
  • Collaborates with and presents to the Board of Education both formally and informally to effectively communicate, problem-solve, and support district wide priorities.
  • Performs other work-related duties as assigned.
