About The Position

This is an internal posting for existing City of Burlington employees in the Streets Division. The Street Division is responsible for maintaining city-owned roadways, alleys, sidewalks, curbs, and gutters, excluding those on privately maintained streets. It repairs road and sidewalk cuts made by the Water and Sewer Maintenance Department for utility work. Additionally, the division manages the City's stormwater drainage system within public rights of way and executes the Winter Weather Plan to address hazards caused by snow, ice, and debris from natural disasters.

Requirements

  • In-depth understanding of the methods, materials, and practices involved in specialized street maintenance and drainage work, including the use of asphalt, concrete, stone, gravel, and other materials.
  • Strong knowledge of effective supervisory practices, team building, and leadership techniques to foster trust and rapport with staff.
  • Proficient in applying project management principles and practices to ensure the successful completion of tasks and projects.
  • Extensive knowledge of street maintenance and repair equipment, including those used for earth-moving and asphalt applications.
  • Skilled in the operation of a variety of construction equipment, including utility vehicles, loaders, motor graders, rollers, and backhoes.
  • Ability to train new employees in proper work procedures and provide instruction on safety methods and practices.
  • Capable of reading and interpreting profile sheets and grade stakes to ensure accurate project execution.
  • Skilled in interacting with the public, applying tact and discretion, and diffusing potential conflicts when working near private properties or in public rights-of-way.
  • Ability to operate and train others in the use of utility vehicles and other street maintenance equipment.
  • Able to establish and maintain effective working relationships with colleagues and the general public.
  • High School Diploma or GED equivalency preferably supplemented with formal coursework in construction management, and extensive experience in the maintenance and repair of streets and drainage operations including some experience serving as an on-site supervisor; or an equivalent combination of education and experience.
  • Valid North Carolina Driver's License.
  • Ability to obtain a Commercial Driver's License (CDL-B) within six months of employment.

Responsibilities

  • Supervises work crews maintaining streets and drains, including asphalt patching, crack sealing, stormwater repairs, culvert maintenance, sidewalk, curb, and gutter maintenance, and snow/ice removal.
  • Creates and submits purchase orders for materials, ensuring materials are used according to project plans.
  • Coordinates and assigns personnel and equipment based on priorities established by the Street Superintendent.
  • Conducts inspections of work in progress, adjusting assignments as needed to meet timelines, budgets, and project specifications.
  • Performs safety inspections to ensure compliance with safety regulations and proper placement of signage and traffic control devices.
  • Resolves operational challenges or personnel issues as they arise.
  • Modifies work schedules as necessary and ensures equipment is utilized efficiently, making adjustments if needed.
  • Responds to and resolves citizen inquiries or complaints regarding work activities in the public right-of-way.
  • Oversees the construction of stormwater infrastructure (manholes, catch basins, headwalls) and supervises related cleaning, laying, and ditching operations.
  • Ensures crews follow safety and training protocols for tasks involving concrete, asphalt, and other materials.
  • Provides training to personnel on proper methods and procedures for street and drainage work.
  • Completes or approves construction records, employee time logs, and other required documentation.
  • Acts as Street Superintendent in their absence, managing day-to-day operations.
  • Interviews applicants, recommends hiring decisions, approves time off requests, and evaluates employee performance for promotions and job assignments.
  • Performs related duties as required.
