About The Position

The Office of Diversion and Reentry (ODR) within the Los Angeles County Department of Health Services is seeking an Assistant Staff Analyst to join the CalAIM Community Supports team. ODR focuses on providing interim and permanent supportive housing to individuals who are homeless, have a serious mental health disorder, and are diverted into services after incarceration. The CalAIM initiative aims to provide housing navigation, tenancy sustaining services, and other critical support for high-need homeless individuals. The CalAIM Community Supports team within ODR oversees clients engaged in these services through their Medi-Cal Managed Care Plan. The Assistant Staff Analyst will be responsible for overseeing the provision of these services by contracted providers and will serve as a liaison to Health Plans. The position reports to ODR’s CalAIM Community Supports Lead. This role currently operates on a hybrid schedule (office, field, and remote), subject to change at the discretion of DHS. Funding for this position is secured through 12/31/2026.

Requirements

  • Three years of experience in a staff capacity analyzing and making recommendations for the solution of problems of organization, program, procedure, budget or personnel.
  • One of those years must be in a highly responsible clerical and administrative experience in health care administrative operations for high-risk populations (e.g., homeless, justice-involved, mentally ill, substance use disorder or medically complex) - OR - Researching, studying, and making recommendations to support health or social service programs or policy.
  • Proficient skill set in using an array of Microsoft Office Suite software programs such as Word, Excel, PowerPoint, Access, Adobe Reader, One Note, Outlook, Publisher, Teams, Outlook, etc.
  • Able to multi-task and set workload priorities for time sensitive projects/tasks.
  • Ability to problem solve and make recommendations to processes, policies, etc.
  • Able to communicate with all levels of personnel, e.g., written, verbal, in a professional and concise/clear manner; ability to work within a project team and/or independently.
  • Able to work in a very diverse environment and with diverse individuals.
  • Ability to be flexible in meeting changing work tasks and timelines must be dependable and reliable.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Successful clear the Live Scan process through Los Angeles County.

Nice To Haves

  • Experience working on CalAIM initiatives, Specialty Mental Health or Substance Use Medi-Cal Billing, or similar is strongly preferred.
  • Bilingual Spanish strongly preferred but not mandatory.
  • A bachelor’s degree or higher from an accredited college or university in Public Health, Public Administration, Business Administration, Healthcare Administration, Healthcare Management, Biostatistics, Epidemiology, Social Work, Community Development, Criminal Justice, or a related field preferred but not mandatory.

Responsibilities

  • Support the provision of CalAIM Community Supports (CS) program including housing transition navigation, housing tenancy and sustaining services, short term post hospitalization, transitional rent, and housing deposits.
  • Regularly check client medi-cal eligibility and enrollment into Medi-Cal CalAIM Community Supports benefit.
  • Complete health plan CalAIM Community supports referral documents and sending them to the health plans while tracking outcomes.
  • Check faxes, emails, and health plan portal for communication and referral outcomes.
  • Track program referrals through the CHAMP data system, monitor referral outcomes, update CHAMP with outcome information, and ensure data is being shared appropriately between DHS, ICMS Providers, IH Providers and MCPs.
  • Work on ad hoc requests for special projects to ensure clients stay active and enrolled in CalAIM Community Supports.
  • Coordinate with other team members and provider partners to ensure client information is up to date and current.
  • Utilize CHAMP and excel to document referrals and tracking.
  • Manage program enrollments and discharges for CalAIM participants.
  • Monitor deliverables from all ICMS providers and other Community Support partners and identifies potential data collection roadblocks and provide solutions.
  • Monitor data quality and implements data improvement procedures as needed.
  • Provides technical assistance to project partners and develops, recommends, and implements project modifications.

  • Assist in evaluating the overall success of the projects and reports findings to project partners and stakeholders.
