About The Position

The NYC Department of Environmental Protection (DEP) is seeking two Assistant Chemical Engineers to serve as Assistant Project Managers for the Wastewater Capital Program (WWCP) directorate in Queens, NY. The WWCP staff oversees the design and construction of all major capital projects for the Bureau of Wastewater Treatment (BWT). Current projects include upgrades for sustainability, resiliency, and state of good repair improvements. The selected candidates will support upgrades and state of good repair construction projects at wastewater resource recovery facilities (WRRF), combined sewer overflow (CSO) facilities, and pumping stations. They will be an integral project team member responsible for achieving project goals and milestones, ensuring that all prepared program schedules, reports, and work products conform to the program scope of work. The role involves supporting the preparation, negotiation, and processing of modifications to consultant contracts, serving as design and construction support staff with a focus on Environmental Health & Safety (EH&S), and developing client service with operating bureaus. Coordination with agency bureaus, other city agencies, and key stakeholders is essential, as is resolving issues and mitigating risks. The position requires continuous monitoring of key performance indicators related to budget, schedule, and contract metrics.

  • A baccalaureate degree from an accredited college in chemical engineering and one year of full-time satisfactory experience in chemical engineering work, OR
  • A baccalaureate degree from an accredited college in chemical engineering technology and three years of full-time satisfactory experience in chemical engineering work, OR
  • A baccalaureate degree from an accredited college and a master’s degree from an accredited college in chemical engineering.

Nice To Haves

  • Robust knowledge of wastewater treatment systems and equipment.
  • Knowledge and understanding of codes, standards and design guidelines applicable to wastewater treatment facilities.
  • Ability to read and understand engineering reports, specifications and drawings.
  • Excellent communication and writing skills.

Responsibilities

  • Support upgrades/state of good repair construction projects at wastewater resource recovery facilities (WRRF), combined sewer overflow (CSO) facilities and pumping stations.
  • Be an integral project team member responsible for achievement of project goals and milestones.
  • Ensure that all prepared program schedules, reports, and work products conform to the program scope of work.
  • Support project team in the preparation, negotiation, and processing of appropriate modifications to consultant contract scope, cost, and schedule for successful project completion.
  • Serve as design and construction support staff ensuring that Environmental Health & Safety (EH&S) is incorporated throughout the project lifecycle.
  • Develop focus on client service with operating bureaus, implementation of all project delivery procedures and coordination with all BEDC support groups.
  • Develop seamless communication/coordination with agency bureaus, other city agencies, and key stakeholders.
  • Resolve issues and risk mitigation to keep the project moving.
  • Manage the quality of project delivery throughout the project lifecycle.
  • Continuous monitoring of key performance indicators with respect to budget, schedule and contract metrics.
  • Develop and track contract documents.
  • Manage development of design documents.
  • Conduct field investigations and develop solutions to issues.
  • Review and maintain scope, schedule and cost development and management.
  • Contract administration/procurement.
