About The Position

EAH Housing is seeking a full-time Assistant Project Manager to join their real estate development department. This hybrid remote position, based in San Rafael, CA, involves supporting Directors and Project Managers in identifying, securing, and developing affordable housing communities. The role requires initiative, responsibility, and the ability to collaborate effectively with diverse individuals throughout all phases of the real estate development process, from site acquisition to lease-up.

Requirements

  • Bachelor’s degree.
  • Some related work or field work experience in matters related to affordable housing development such as residential architecture, finance, planning, construction, etc.
  • Valid California Driver’s license and access to reliable transportation required.

Nice To Haves

  • Master’s degree in a related field (Urban Planning, Real Estate Development, Business, etc.).
  • Experience working at an affordable housing development company in California.
  • Experience with California LIHTC transactions, along with familiarity of California Housing and Community Development (HCD) programs.
  • Minimum of one successful LIHTC financial construction closing.

Responsibilities

  • Provides support to the Director of Real Estate Development and Project Managers in connection with various new construction and rehabilitation transactions, including processing, tracking, and following up on documents and letters.
  • Coordinates with internal staff and manages relevant consultants.
  • Manages acquisition, construction, and permanent loan closing due diligence.
  • Reviews internal documents and coordinates design teams, plan submittals to municipalities and consultants, and obtains clearances during the plan check process.
  • Manages departmental checklists and assists with protocols such as predevelopment budgets, decision memos, board presentations, and invoice processing.
  • Maintains accurate and up-to-date files for projects.
  • Assembles applications to various funders, including HCIDLA, LACDA, HACLA, CTCAC, HCD, HOME/CDBG, California Housing Finance Agency, and HUD.
  • Maintains a working file of updated standard EAH documents and forms from other organizations used in applications.
  • Prepares, maintains, and submits funding draws to various financial institutions throughout the various phases of development.
  • Conducts research and assessments of community assets and needs, identifies key stakeholders, and prepares presentation materials for public meetings.
  • Performs due diligence work on potential sites, including reviewing preliminary title reports, evaluating infrastructure, estimating market values, visiting and photographing sites, and assessing the ability to obtain entitlements.
  • Creates and analyzes preliminary financial projections for potential transactions, compiles comprehensive deal analysis packages, and assesses acquisition risks.
  • Identifies, evaluates, and monitors new and existing funding sources and remains up-to-date on their status.
  • Analyzes funding competition and scoring of competitive applicants.
  • Ensures local approvals and neighborhood acceptance of proposed housing development projects, including submitting land use applications and attending hearings and neighborhood meetings.
  • Assists the Director of Development in obtaining public approvals.
  • Creates and manages proposals for land and funding opportunities.
  • Actively participates in EAH’s Injury and Illness Prevention Plan.
  • Maintains positive working relationships with public and private lenders and grant sources.
  • Creates presentations for internal and external audiences.
  • Represents EAH at targeted industry conferences and seminars.
  • Maintains regular and predictable attendance.
  • Performs other duties as assigned.
