About The Position

The NYC Department of Environmental Protection (DEP) is seeking an Assistant Project Manager for the Wastewater Capital Program (WWCP) directorate in Queens, NY. This role is open only to internal City employees who are permanent Civil Service Assistant Environmental Engineers. The WWCP staff oversees the design and construction of major capital projects for the Bureau of Wastewater Treatment (BWT), focusing on upgrades for sustainability, resiliency, and state of good repair. The team delivers projects with an emphasis on environmental health and safety, quality, schedule, budget, and client service. The Assistant Project Manager will be an integral project team member responsible for achieving project goals and milestones, ensuring program schedules, reports, and work products conform to the scope of work. They will support the preparation, negotiation, and processing of modifications to consultant contracts, and serve as design and construction support staff, ensuring Environmental Health and Safety (EHS) is incorporated throughout the project lifecycle. The role involves client service with operating bureaus, implementation of project delivery procedures, and coordination with support groups like Project Controls and Permit Resource. Developing seamless communication with agency bureaus, other city agencies, and key stakeholders is crucial. The position requires monitoring permit requirements, assisting in issue resolution and risk mitigation, managing the quality of project delivery, and continuously monitoring key performance indicators. The selected candidate will also conduct field surveys, prepare reports on physical observations, and participate in field investigations to develop alternative approaches. Adherence to environmental compliance and safety regulations, along with active participation in related training, is mandatory. The role demands critical thinking, independent data analysis, excellent oral and written communication skills, ability to meet deadlines, and flexibility in work responsibilities. Extended days may be required, and fieldwork may involve standing and walking on uneven surfaces, steep slopes, and stairs in all weather conditions. Operation of a motor vehicle for site visits, equipment testing, inspections, and meetings is also required.

Requirements

  • Only internal City employees who are permanent Civil Service Assistant Environmental Engineers are eligible to apply.
  • A baccalaureate degree in environmental, fire protection, chemical, mechanical, petroleum, aeronautical, or materials engineering from an accredited college and one year of full-time satisfactory experience in environmental or fire protection engineering work; or
  • A baccalaureate degree from an accredited college in environmental, fire protection, chemical, mechanical, petroleum, aeronautical, or materials engineering technology and three years of full-time satisfactory experience in environmental or fire protection engineering work; or
  • A baccalaureate degree from an accredited college and a master's degree in environmental or fire protection engineering from an accredited college.

Responsibilities

  • Serve as an integral project team member responsible for achievement of project goals and milestones.

  • Focus on client service with operating bureaus, implementation of all project delivery procedures and coordination with all BEDC support groups.
  • Develop seamless communication/coordination with agency bureaus, other city agencies, and key stakeholders.
  • Monitor permit requirements.
  • Assist in resolving project issues and risk mitigation to keep the project moving.
  • Manage the quality of project delivery throughout the project lifecycle.
  • Continuously monitor key performance indicators with respect to budget, schedule and contract metrics.
  • Conduct reliable skilled field conditions surveys and prepare accurate reports on physical observations.
  • Actively participate in field investigations to develop alternative approaches and solutions to meet the project objectives.
  • Attend all required environmental compliance and safety related training classes and adhere to all the related regulations.
