About The Position

The NYC Department of Environmental Protection (DEP) is seeking an Assistant Mechanical Engineer to serve as an Assistant Project Manager for the Wastewater Capital Program (WWCP) directorate in Queens, NY. This role is integral to managing a portfolio of capital projects valued at $35B, with an additional $13.6B projected over the next 10-year commitment plan. The WWCP staff oversees the design and construction of major capital projects for the Bureau of Wastewater Treatment (BWT), focusing on upgrades for sustainability, resiliency, and state of good repair. The team emphasizes environmental health and safety, quality, schedule, budget, and client service. The Assistant Project Manager will support project teams in achieving project goals, preparing schedules and reports, and managing consultant contracts. They will ensure Environmental Health and Safety (EHS) is integrated throughout the project lifecycle, coordinate with operating bureaus and support groups, and develop communication with agency bureaus, other city agencies, and stakeholders. Responsibilities include monitoring permit requirements, resolving project issues, risk mitigation, managing project delivery quality, and monitoring key performance indicators. The role also involves conducting field surveys, preparing reports on physical observations, and participating in field investigations to develop solutions. Adherence to environmental compliance and safety regulations is mandatory. The position requires critical thinking, independent data analysis, excellent oral and written communication skills, ability to meet deadlines, and flexibility in work assignments. Fieldwork may involve extended days, working in various weather conditions, and navigating uneven terrain. The role also requires operating a motor vehicle for site visits and meetings.

Requirements

  • Only applicants who are permanent Civil Service Assistant Mechanical Engineers are eligible to apply to this JVN.
  • A baccalaureate degree from an accredited college in mechanical engineering, aerospace engineering, or mechatronics and one year of full-time satisfactory experience in mechanical engineering work; or
  • A baccalaureate degree from an accredited college in mechanical engineering technology and three years of full-time satisfactory experience in mechanical engineering work; or
  • A baccalaureate degree from an accredited college and a master's degree from an accredited college in mechanical engineering or mechatronics.

Responsibilities

  • Serve as an integral project team member responsible for achievement of project goals and milestones.
  • Ensure all prepared program schedules, reports, and work products conform to the program scope of work.
  • Support project team in the preparation, negotiation, and processing of appropriate modifications to consultant contract scope, cost, and schedule for successful project completion.
  • Serve as design and construction support staff ensuring that Environmental Health and Safety (EHS) is incorporated throughout the project lifecycle.
  • Focus on client service with operating bureaus, implementation of all project delivery procedures and coordination with all BEDC support groups, such as the Project Controls group (Schedule & Cost), Permit Resource group, etc.
  • Develop seamless communication/coordination with agency bureaus, other city agencies, and key stakeholders.
  • Monitor permit requirements.
  • Assist in resolving project issues and risk mitigation to keep the project moving.
  • Manage the quality of project delivery throughout the project lifecycle.
  • Continuously monitor key performance indicators with respect to budget, schedule and contract metrics.
  • Conduct reliable skilled field conditions surveys and prepare accurate reports on physical observations.
  • Actively participate in field investigations to develop alternative approaches and solutions to meet the project objectives.
  • Attend all required environmental compliance and safety related training classes and adhere to all the related regulations.
  • Perform fieldwork that may involve standing and walking on uneven surfaces, steep slopes, and stairs in all weather conditions.
  • Operate a motor vehicle to perform site visits, equipment testing, inspections, and to attend meetings with project stakeholders.
