About The Position

This position is in the Office of the Municipal Counselor and reports to a Division Head. An Assistant Municipal Counselor II is a mid-level position which provides legal service and guidance to the City, its officers, departments and trusts to ensure that all City operations are performed in a manner consistent with the requirements of federal and state laws and City ordinances. The employee must maintain the highest professional standards in the office, courtroom, before City Council and in public appearances exhibiting trustworthiness and the ability to respect confidences. Essential job functions include: Complex analysis of City ordinances and advising on their effect on municipal operations; performing legal research and writing briefs; drafting and reviewing ordinances, resolutions, contracts, administrative service agreements and other documents as required by the Municipal Counselor, City Management and administration, and Boards of Trustees or the various public trusts; adhere to the ethical standards for behavior and follow the professional rules of conduct; out-of-court litigation preparation (i.e. discovery, negotiations, brief writing); taking and defending depositions; appearing before federal, state or municipal courts, and administrative boards, commissions and public trusts. This position is housed in the MCO Criminal Justice Division and will be primarily responsible for responding to Open Records Act requests, petitions for expungement, property disposition, criminal nuisance abatement, and misdemeanor prosecution. All positions within the Office of the Municipal Counselor are at-will and all subject to assignment to any Division within the Office by the Municipal Counselor.

Requirements

  • Degree from an accredited law school.
  • Admitted to practice law in the State of Oklahoma or admitted in another jurisdiction and eligible to practice in the State of Oklahoma within six months.
  • At least five (5) years of experience as practicing attorney.
  • Knowledge of and skill in the application of federal and state laws, City Charter, ordinances and regulations.
  • Knowledge of Open Records Act.
  • Demonstrated skill in written and verbal communication including the preparation of legal documents, opinions, ordinances and memoranda, as well as skill in making oral presentations, conducting depositions, and trial.
  • Demonstrated skill in critically assessing and organizing a wide variety of complex information.
  • Ability to work independently with minimal supervision.
  • Ability to establish and maintain effective working relationships with municipal officials and outside agencies.
  • Ability to establish harmonious relationships with other staff members and City personnel.
  • Tact, diplomacy, discretion, and demonstrated ability to maintain confidentiality.
  • Willingness to assume responsibility for the accuracy of work performed.
