About The Position

The Otipemisiwak Métis Government is recruiting for an Assistant Manager – North Region for the Education, Training and Research department in Edmonton. Reporting to the Regional Manager, the successful candidate will be responsible for assisting the Regional Manager with the coordination and management of Métis Employment Services, the initial orientation and on-going support and mentorship of Métis staff. They will also assist the Regional Manager in reviewing quality assurance of client and financial databases. The Assistant Manager will also assist the Regional Manager to meet strategic goals, objectives, and targets derived from the Education, Training and Research department and Annual Operational Plan. The successful candidate will be a self-motivated individual with excellent interpersonal skills and proven leadership experience.

Requirements

  • Strong understanding of labour market occupations, trends, short and long-term economic and employment outlook.
  • Knowledge of employment counselling methods and of the dynamics involved in dealing with clients who present multiple barriers to employment.
  • Ability to maintain strict confidentiality.
  • Strong verbal and written communication skills with the ability to write and prepare clear, concise documents such as contracts, proposals, reports, and other correspondence.
  • Proficiency in managing financial data and developing and managing work plans.
  • Strong organizational and time management skills.
  • Strong management ability including problem solving, planning, coordinating, organization, and time-management skills.
  • Ability to thrive in a dynamic environment and be adaptable and flexible to changing priorities.

  • Post-secondary education in Business, Management, Social Sciences, or related field.
  • Minimum 5 year’s experience in a similar role, with a minimum 3 year’s experience leading a team of direct reports.
  • Experience of the operations of employment service delivery.
  • Experience in budgeting, financial forecasting, and reporting.
  • Knowledge of Métis culture and barriers to sustainable employment, and of challenges and socio and economic factors facing indigenous individuals, particularly Métis.
  • Ability to work a regular schedule of 8:30am-4:30pm Monday to Friday.
  • Ability to work evenings and weekends, as required.
  • Ability to travel throughout Alberta, as required.
  • Reliable transportation to and from the office.
  • Submission of a clear Police Information Check.

Responsibilities

  • Assist the Regional Manager in implementing regional work plans for the fiscal year which aligns with and supports the organizations strategic goals.
  • Assist with hiring, providing orientation, and the development of Métis staff.
  • Assist with mentoring, coaching staff and providing on-going staff evaluation.
  • Ensure Métis Training and Employment (MTE) services are provided to clients in a positive and effective manner in collaboration with the Regional Manager
  • Provide quality assurance on training requests and assessments by providing feedback to Advisors on issues identified on MTE/PSE (Post Secondary Education) file assessments.
  • Input client financial information into Financial Data Manager (FDM).
  • Ensure procedures are followed as per the MTE procedure manual and Indigenous skills and employment training program (ISETP) contribution agreement.
  • Ensure data is correct, create required amendments, prepare letters to institutions, proponents and clients.
  • Reviewing financial commitments and payments to ensure all commitments are paid out or cancelled at the end of each quarter.
  • Ensuring each client FDM file is closed upon completion of the client training.
  • Assisting the regional manager in checking KETO errors and data integrity issues.
  • Collaborate with the regional team to determine what labour market projects should be implemented.
  • Assist in providing client services, client assessment and case management where there is a gap in service delivery.
  • Collaborate with the regional team to complete a monthly report consisting of MTE/PSE activities, roll up of client tracking, statistics related to targets, projects activity, updated local Labour Market Information (LMI), and community relationships and employer partnerships developed.
  • In the absence of the regional manager, assume their responsibilities and other duties as directed by the Associate Director – Client Services.
  • Travel as required.
